Eligibility Criteria

To qualify, you must meet the following requirements:

  • Your site must be located in an Environmental Justice Community, as defined in the FAQ below.
  • You must be a commercial or industrial customer (non-residential).
  • You must be authorized to make decisions about installing EV charging at your location.
  • You must request at least two Level 2 charging stations for workplace, public, or multifamily use or two Level 2 or Direct Current Fast Chargers (DCFC) for fleet use. (Chargers must be installed together on a single site)
  • You must use a Dominion Energy approved contractor provided through the program for all installation and construction work.
  • You must agree to the program's terms and conditions.
  • You may need to provide required easements to access the property and agree to a separately metered service for EV charging.

How does the Charging Program Work?

  1. Customer reviews program information, Terms and Conditions. Customer then verifies project site is in an Environmental Justice Community. 
  2. Customer submits an online application (applications submitted by a third-party will not be considered).
  3. Dominion Energy will review applications and perform a desktop review of eligible sites.
  4. Dominion Energy will notify selected applicants to begin confirming site design and charging equipment.
  5. Dominion Energy and the Customer will review and finalize the project proposal.
  6. The customer signs and returns project contract and agreements.
  7. The customer confirms site readiness* and provides the property insurance certificate.
    • *Site readiness includes ensuring the site is readily accessible, all private utilities are marked, all easements are executed, and all permissions are obtained.
  8. Dominion Energy will install your charging infrastructure at no cost, and you can start charging!

The EV Charging Access Program is designed to expand access to electric vehicle (EV) charging in underserved areas. The program provides no-cost installation and maintenance of EV charging infrastructure for commercial, workplace, multi-family, and fleet customers located in Environmental Justice Communities. The goal is to support cleaner transportation options and promote equitable access to EV technology.

An Environmental Justice Community is a neighborhood where residents may face more environmental and economic challenges. These communities often include people with lower incomes or communities of color.

The goal is to ensure everyone has fair access to clean air, energy, and a healthy environment. This is also defined in Virginia Code § 2.2-234.

Let's break down the EV charging infrastructure components eligible for coverage under the EV Charging Access Program:

  • Utility Infrastructure:
    • Credits for standard new utility construction or upgrades such as the installation of transformers and distribution equipment.

  • Electric Vehicle Supply Infrastructure (“EVSI” or “Make-Ready”):
    • Conduit: Protects and routes electrical cables.
    • Cable: Carries electricity from the panel to the charger.
    • Panel: Distributes power to the charging stations.
    • Trenching: Digs pathways for underground cable and conduit, allowing for the installation of cables underground.
    • Engineering Plans: Design documents for the installation.
    • Electrical Permits: Required approvals from local or state authorities

  • Electric Vehicle Supply Equipment (“EVSE” or Chargers):
    • Level 2 Chargers: Typically deliver 20 to 60 miles of range per hour of charging. This type of charging is ideal for places where drivers will spend an hour or more such as shopping centers, parking areas, workplaces, and multifamily communities like apartments and condos.
    • Direct Current Fast Chargers (DCFC) (Fleet Customers only): DCFC is a very high-powered charging system that can charge EV batteries up to 80% in less than 30 minutes.
You can choose between ChargePoint and Tesla charging stations.
No, DC Fast Chargers are only available for fleet customers. Workplace, public and multifamily sites are eligible for Level 2 Chargers only.
You can apply online by verifying your site is in an Environmental Justice Community and submitting the application form. Only applications submitted directly by you will be considered.

Your application will be reviewed. If your site is approved, Dominion Energy will contact you to sign the program’s terms and conditions and plan the charger installation. Once the site design and charger equipment are finalized, you’ll complete the project agreement and provide proof of property insurance. After confirming your site is ready, Dominion Energy will install your charging infrastructure at no-cost, and you can start charging!

No, you don’t need to reapply. If you application isn’t selected during the current period, it will be considered again in future rounds. A representative will contact you to confirm your continued interest and update your information if needed.
Yes, you’ll work with the installation team to determine the best location for your chargers, based on the site condition and technical requirements. All chargers will need to be installed in the same place on site.
