EnergyShare® is our year-round energy assistance program of last resort and is available to anyone facing financial hardship, regardless of income.
Application is through one of our partnering agencies.
EnergyShare® also offers free weatherization services and educational outreach to help qualifying customers reduce energy usage and lower their bills through energy-saving improvements.
The Virginia Department of Social Services has program to assist eligible Virginians with meeting energy needs.
Crisis Energy Assistance
This program assists residents with heating-related equipment, security deposits, and fuel and utility bills. There must be a heating emergency, such as lack of heat, imminent utility cut-off, or inoperable or unsafe heating equipment.
Fuel Energy Assistance
This program is designed to help offset heating fuel costs.
Cooling Assistance
This program provides assistance with utility bills and equipment related to cooling.
LIHEAP stands for Low Income Home Energy Assistance Program. Funded by the federal government, its purpose is to subsidize the heating and energy bills of low-income households in Virginia. If you believe you qualify for this program, you may get more information, including how to apply, from your local LIHEAP office.
Need more time to pay your bill? Payment arrangements are available to help you manage your energy costs. Whether you’re a residential or small business customer, options are available to give you the time you need.

Payment Extensions
A payment extension gives you more time to pay your bill.
- The payment must be scheduled before your next bill is due.
Payment Plans
A payment plan lets you pay your current bill while spreading your past due balance into equal monthly payments.
- This plan breaks your past due balance into equal payments over up to six months. Each month, you’ll pay one of those payments plus your current bill.
What is PIPP?
The Percentage of Income Payment Program (PIPP) helps income challenged Dominion Energy customers manage their electric bills year-round by providing consistent monthly bills.
Your monthly bill amount, or “PIPP Amount,” is based on a percentage of your household income and primary heat source.
- Electric Heat = 10% of income
- Other Heat Source = 6% of income
For example, if your monthly income is $1,000 and your primary heat source is electric, your monthly PIPP payment would be capped at $100 (10% of your income).
To determine if PIPP is a good fit for you, review your bill history and determine if your monthly bill amount would be more or less than the amount you would be required to pay, based on your income.
Qualifying for PIPP
Dominion Energy customers with a household income at or below 150% of the Federal Poverty Level, may be eligible. Application is managed by the Virginia Dept. of Social Services and may be made online. If you need additional information, contact your local department of social services or call 800-552-3431.
PIPP and other Dominion Energy programs
When enrolled in PIPP, you are not eligible to enroll in other Dominion Energy billing programs or the Shared Solar program.
Requesting Removal from PIPP
If you no longer want to participate in PIPP, contacting Dominion Energy is the fastest way to withdraw from the program. Give us a call at 866-366-4357 to request removal from the program. Please note you will be responsible for your account balance.

Serious Medical Condition Certification
Providing benefits to those with serious medical needs
If you or someone in your home has a serious medical need for electricity (such as needing it for a ventilator, continuous oxygen, feeding tube, etc.), you may wish to submit a Serious Medical Condition form to Dominion Energy. This form alerts Dominion Energy that someone in your home has a health condition that would be impacted by the disconnection of service.
How to Apply
- Download the form or contact Dominion Energy to send you one.
- Obtain your physician's statement and signature on the form.
- Complete all information on the form.
- Email the completed form to DEMedical@domenergy.com.
Note: The form must be renewed every 12 months. If not renewed, we will assume the condition no longer exists and remove the medical notation.
Tips if You Lose Power
Dominion Energy will make every effort to restore service quickly, but we can't guarantee it, so we suggest preparing ahead.
- Have battery or manually-powered medical equipment available, if possible.
- Make a plan to receive proper care from a family member or friend, until service is restored.
