Electric Delivery EBB

This EBB is used by Dominion Energy Virginia/Dominion Energy North Carolina's electric distribution division for the following purposes:

  1. Provide Dominion Energy Virginia/Dominion Energy North Carolina's functionally separate Generation division and/or its affiliated competitive service provider (ACSP) (currently, Dominion Energy Solutions, Inc., formerly known as Dominion Retail, Inc.) with Operational Information related to electricity on its system;
  2. Report disclosure of Operational Information by Dominion Energy Virginia/Dominion Energy North Carolina Operational Employees to the functionally separate Generation division and/or the ACSP, if such information previously has not been publicly disseminated; and
  3. Report emergency conditions that have resulted in a deviation from the Virginia electric codes of conduct.

Information posted on this EBB may be reviewed by the public and will remain on this EBB site for a period of 90 days.

  • The Emergency deviation from the Virginia Functional Separation Code of Conduct and Internal Controls due to restoration efforts relating to Tropical Storm Ophelia in Virginia Electric and Power Company's service territory, as reported in the September 23, 2023 posting, has ended.

  • Due to emergency conditions existing in connection with Tropical Storm Ophelia in Virginia Electric and Power Company’s service territory, Virginia Electric and Power Company (the Company) is declaring an emergency deviation from the Virginia Functional Separation Code of Conduct (Code of Conduct) and Internal Controls, to the extent necessary for ongoing power restoration efforts. An emergency deviation from the Code of conduct and Internal Controls is necessary to allow employees of the Company’s Generation Business Unit to assist electric distribution and customer service with service restoration efforts. These employees may be given access to storm centers and other Electric Delivery operational areas and information as needed to perform these emergency functions.

Dominion Energy Generation Marketing, Inc. (EBB)

Dominion Energy Generation Marketing, Inc., headquartered in Richmond, Virginia, is the electric energy trading and marketing operation of the Wholesale Marketing Affiliates of Dominion Energy (NYSE: D). We offer reliable, competitively priced services to utilities, cooperatives, municipalities and power marketers.

The Federal Energy Regulatory Commission (FERC) requires that each entity that is affiliated with Dominion Energy Virginia and that has filed a rate schedule providing for sales of energy at wholesale at market-based rate authority (a "Wholesale Marketing Affiliate") must comply with the FERC Code of Conduct (Affiliate Restrictions). The FERC Code of Conduct regulations limit interactions between Dominion Energy Virginia and Wholesale Marketing Affiliates.

One of the requirements of the FERC Code of Conduct is that exchanges of market information between Dominion Energy Virginia, Dominion Energy North Carolina and the Wholesale Marketing Affiliate must be posted simultaneously on the EBB. Market information includes, but is not limited to, non-public information concerning unit status, outage information (scheduled or unscheduled), deratings, heat rates, start-up and other generation costs, fuel cost, fuel transportation, energy price information, available capacity, curtailment and ancillary services.

This EBB contains the communications or exchange of market information that Dominion Energy Virginia and Dominion Energy North Carolina shared either directly or indirectly with the Wholesale Marketing Affiliates such as unit status information as a result of joint meetings (Station Tours) where a Wholesale Marketing Affiliate employee tours a Dominion Energy Power station.
