Covered by the Program

- Utility Infrastructure:
Credits for standard new utility construction or upgrades.

A dedicated meter is installed to separately track EV charging energy use, simplify billing, and potentially qualify for special EV rates.
- EV Supply Infrastructure (EVSI):
Includes all the “make-ready” work, like wiring, conduit, and panels that are needed to get your site ready for chargers.
- EV Supply Equipment (EVSE):
Includes the approved EV chargers themselves, fully installed and maintained at no cost.
Eligibility Criteria
To qualify, you must meet the following requirements:
- Your site must be located in an Environmental Justice Community, as defined in the FAQ below.
- You must be a commercial or industrial customer (non-residential).
- You must be authorized to make decisions about installing EV charging at your location.
- You must request at least two Level 2 charging stations for workplace, public, or multifamily use or two Level 2 or Direct Current Fast Chargers (DCFC) for fleet use. (Chargers must be installed together on a single site)
- You must use a Dominion Energy approved contractor provided through the program for all installation and construction work.
- You may need to provide required easements to access the property and agree to a separately metered service for EV charging.
- You must agree to the program's terms and conditions.

- Utility Infrastructure:
- Credits for standard new utility construction or upgrades such as the installation of transformers and distribution equipment.
- Electric Vehicle Supply Infrastructure (“EVSI” or “Make-Ready”):
- Conduit: Protects and routes electrical cables.
- Cable: Carries electricity from the panel to the charger.
- Panel: Distributes power to the charging stations.
- Trenching: Digs pathways for underground cable and conduit, allowing for the installation of cables underground.
- Engineering Plans: Design documents for the installation.
- Electrical Permits: Required approvals from local or state authorities
- Electric Vehicle Supply Equipment (“EVSE” or Chargers):
- Level 2 Chargers: Typically deliver 20 to 60 miles of range per hour of charging. This type of charging is ideal for places where drivers will spend an hour or more such as shopping centers, parking areas, workplaces, and multifamily communities like apartments and condos.
- Direct Current Fast Chargers (DCFC) (Fleet Customers only): DCFC is a very high-powered charging system that can charge EV batteries up to 80% in less than 30 minutes.

No, DC Fast Chargers are only available for fleet customers. Workplace, public and multifamily sites are eligible for Level 2 Chargers only.
You can apply online by verifying your site is in an Environmental Justice Community and submitting the application form. Only applications submitted directly by you will be considered.
Your application will be reviewed. If your site is approved, Dominion Energy will contact you to sign the program’s terms and conditions and plan the charger installation. Once the site design and charger equipment are finalized, you’ll complete the project agreement and provide proof of property insurance. After confirming your site is ready, Dominion Energy will install your charging infrastructure at no-cost, and you can start charging!
* Site readiness includes ensuring the site is readily accessible, all private utilities are marked, all easements are executed, and all permissions are obtained.
No, you don’t need to reapply. If you application isn’t selected during the current period, it will be considered again in future rounds. A representative will contact you to confirm your continued interest and update your information if needed.
Yes, you’ll work with the installation team to determine the best location for your chargers, based on the site condition and technical requirements. All chargers will need to be installed in the same place on site.
No, you can’t use your own charger. You’ll need to select from the approved charging station options.
You will be responsible for the electricity used by the chargers. The program primarily covers the components listed above as eligible for coverage.
If your site requires infrastructure beyond what the program typically covers, those needs will be reviewed on a case-by-case basis. You may be responsible for any transaction fees set by your chosen charging service provider.
Yes, you can set access controls to the chargers depending on the charging station you select. This lets you manage who can use the charger, ensuring efficient and secure access for authorized users.
Yes, you can set usage fees and collect revenue from the use of the chargers. Please note that Dominion Energy does not manage billing for EV chargers under the program. All billing and other transaction fees associated with charging are managed directly by your charging service provider (ChargePoint or Tesla) and may result in additional costs.
