Distributed Generation

commercial generator

Generate savings with your business's backup power.

Dominion Energy offers a unique program to reward participating business customers for reducing their electricity use during times when our power grid is experiencing heavier than normal use.

Our Non-Residential Distributed Generation Program partners with interested customers to switch their power source from the Dominion grid to a backup generator for a limited number of hours each year. In return, the customer receives a monthly incentive payment based on their reduced power consumption.

We've partnered with PowerSecure International to implement and manage the program and to issue the incentive payments. We selected PowerSecure because of their extensive experience with installation, remote operation and maintenance of backup generators and associated switchgear.

Key elements of the program:

  • The program will provide participating customers a monthly incentive to allow their on-site backup generators to be remotely activated by PowerSecure during load curtailment events (a "control event") for up to a total of 120 hours per year.
  • The monthly incentive is based on the amount of load curtailed, the amount of fuel consumed during load curtailment events, and/or tests requested by Dominion Energy Virginia during the month.
  • Dominion has the right to adjust incentive payments to reflect actual load curtailed.
  • All customer enrollments are subject to approval by Dominion Energy Virginia and PowerSecure. Participation is subject to available funding consistent with ongoing approval of this program by the Virginia State Corporation Commission, which is currently approved for a five-year period.
  • Customers who participate in the program may not simultaneously participate in any other load curtailment programs or tariffs offered by Dominion Energy Virginia, PJM Interconnection LLC, or any other party.

Eligibility

Non-residential (business) customers of Dominion Energy Virginia are eligible to participate in the program if they meet these qualifications:

  • Purchase electricity pursuant to schedules other than Schedule CS, Schedule SG, Schedule 10, Schedule DP-1 or Schedule DP-2.
  • Have use of backup generation facilities of 200 kW or greater that are either owned by such customer or that are subject to a lease that is used as a financing instrument to facilitate the sale of such backup generation facilities to such customer.
  • Agree to allow Vendor to dispatch such backup generation facilities as directed for up to 120 hours per year. Load curtailment enrolled in this program may not simultaneously be enrolled in a demand response program offered by PJM Interconnection LLC.

Participating customers may be required to install additional electrical metering at their own cost. Participation by a customer is subject to approval by Dominion Energy Virginia and PowerSecure and is subject to available program funding.

If backup generation is currently installed at your non-residential or industrial facility, or if you are planning to install backup generation, you may be eligible to participate in Dominion Energy Virginia's Non-Residential Distributed Generation Program.

For more information, see the program FAQs below.

What is a "control event"?

  • A control event is a specific period of time during which participating customers are required to reduce electrical demand and switch to their on-site backup generation as supplementary power. Customers retain the ability to use their on-site backup generation during periods outside of a control event.

When can a control event be called and how long will it last?

  • A control event may be called at any time with at least 30 minutes advance notice to PowerSecure, and will typically last for four to six hours. However, during some instances, control events may be called for longer periods – for up to a total of 120 hours per calendar year.

What is PowerSecure's role in the program?

  • PowerSecure will enter into individual contracts with participating customers and is responsible for providing incentive payments, either as a direct payment or in the form of discounted backup generation service or equipment.

What do I have to do once I enroll in the program?

  • Participating customers must provide information requested by Dominion Energy Virginia to ensure compliance with the Program requirements and must allow PowerSecure access to install and maintain equipment necessary to remotely operate and monitor backup generation. PowerSecure will manage load curtailment events and serve as the primary interface with the customer regarding Program implementation.

How long am I enrolled in the program once I join?

  • The program has been approved for implementation for five years. Once enrolled, either Dominion Energy Virginia or the participating customer may terminate participation in the program within certain limitations.

How is my incentive amount determined?

  • Your incentive for participating is based on the amount of load curtailed and upon the amount of fuel consumed during load control events. The formula for calculation of the incentive is below.
  • We have the right to adjust the payment to reflect actual load curtailed (see the Program Terms and Conditions below for additional details.)
  • Monthly incentive payment ("Monthly Participation Payment") will be based on:
  1. The amount of load curtailment enrolled and actually delivered during control events ("Load Curtailment Capability Payment")
  2. The amount of fuel consumed during control events ("Fuel Payment"), and
  3. The amount of operations and maintenance fees incurred during control events ("Variable Operations & Maintenance Adder")
  • The Monthly Participation Payment will be calculated as follows:
  • Monthly Participation Payment = Load Curtailment Capability Payment + Fuel Payment + Variable Operations & Maintenance Adder
  1. The Load Curtailment Capability Payment for 2012 is equal to $4.67/kW-month, escalating annually, of load curtailment committed by the customer for dispatch by Vendor as directed by Dominion Energy Virginia, escalating annually commencing in the first payment period of 2013.
  2. The Fuel Payment is calculated on a monthly basis as (Fuel Index Price/0.14) x Generator Heat Rate (MMBTU/MWh) x Generator Output (MWh), where:
    • Fuel Index Price - Closing price for Ultra-Low Sulfur No. 2 Diesel Fuel – New York Harbor (in $/gallon) set by the United States Energy Information Administration on the first working day of each month or other reasonably comparable index selected by Dominion Energy Virginia from time to time. We reserve the right to use comparable indices and calculation methodologies as necessary to accommodate fuel(s) other than Ultra-Low Sulfur #2 Diesel Fuel if a participating customer elects to use such other fuel(s).
    • Generator Heat Rate - The Generator Heat Rate is 10 MMBTU/MWh.
    • Generator Output - Metered generator output (in MWh) of dispatched operation delivered during all control events and any tests of enrolled backup generators called by Dominion Energy Virginia occurring within the monthly payment period.
  3. The Variable Operations and Maintenance Adder is equal to $3.00/MWh for each metered MWh of dispatched operation delivered during all control events occurring within the monthly payment period.

How will I receive my incentive payment?

Big impact, big savings for small businesses.

Dominion Energy is here to help your small business keep costs down while also meeting your sustainability goals. A Small Business Improvement Enhanced assessment will help you identify ways you can make your business more energy efficient and even have part of the improvement costs refunded to you by Dominion Energy.

A contractor will perform an on-site energy assessment of your facility. They will then make recommendations on what measures can be installed and/or what re-commissioning can be performed to make your energy more energy efficient.

After the measures are installed, you'll receive a personalized report showing the estimated energy savings you can expect – and once you've provided documentation of the improvements, a portion of your installation costs will be refunded to you.

The energy assessment provides you with many benefits:

  • Access to pre-qualified contractors who can perform both the assessment and the recommended improvements.
  • An on-site analysis of your business's energy use.
  • A report containing cost-effective options and easy-to-follow recommendations to help reduce energy usage.
  • Assessment and improvements scheduled at your convenience.
  • Financial incentives that help to offset cost for installing the recommended improvements.

Note: By participating in this program, you are signifying your agreement to the Terms and Conditions of the Small Business Program.

Will it cost me anything to participate?

  • The participating contractor you choose will provide the cost for installing any recommended measures on-site. Upon completion of the work, a rebate will be submitted on your behalf, so your out-of-pocket cost will vary depending upon the rebates you qualify for based on the measures you installed.

Can I participate in this program and then choose to opt out shortly thereafter?

  • No. If you participate in a program and receive a rebate, you cannot opt out for three years following the year of participation. Customers must also have a verified electric history of using more than 500 kilowatts but no more than 10 megawatts that meet certain requirements in order to be eligible for opt out.

When will I receive my rebate?

  • Allow up to 90 days from the date all required information is submitted to Dominion for your rebate to process. Payment will be issued to the account holder and mailing address on record with Dominion Energy, unless the customer has authorized the rebate to be paid to the contractor. It is the responsibility of the customer to ensure that all requirements for the rebate are met. Failure to provide any of the required information will delay processing of your application and could result in non-payment.

How can I check the status of my rebate?

  • Upon submission of your rebate, an email will be sent to the email address provided on the rebate form confirming the rebate has been submitted for processing. You may also call 888-366-8280 to check the status of your rebate.
