How to apply for parallel generation and interconnection to the distribution system

What is Parallel Generation?

"Parallel generation" refers to a generator that produces electricity while it is connected to the electric grid. Your electrician or consultant can tell you whether your generator will operate in parallel.

Generator Interconnection

You'll need permission to interconnect your parallel generator to Dominion Energy’s electric grid. Interconnections must be individually accepted and inspected prior to beginning parallel operation. There are several options available for interconnecting your parallel generator, including net metering or selling the generator output. Specific requirements will vary depending on the state in which your project is located and whether it is a distribution or transmission interconnection.

Ways to Apply for Interconnection

If your interconnection does not involve federal jurisdiction or net metering, your request will be processed in accordance with the appropriate state requirements.

Dominion Energy Virginia

State jurisdictional interconnections In Virginia, other than Net Metering, are subject to the Regulations Governing Interconnection of Small Electrical Generators and Storage in Chapter 314 of the Virginia Administrative Code and Section XXVI of Dominion Energy Virginia’s Terms and Conditions.

These regulations provide information, application forms and requirements for interconnection and parallel operation of customer-owned generating facilities in Virginia.

Interconnection requests are categorized into three levels in the regulations.

  • Level 1 – A request to interconnect a certified small generating facility (SGF) no larger than 500 kilowatts (kW) shall be evaluated under the Level 1 process.
  • Level 2 – A request to interconnect a certified SGF no larger than 2 MW and not qualifying for the Level 1 process shall be evaluated under the Level 2 process.
  • Level 3 – A request to interconnect an SGF not qualifying for the Level 1 process or Level 2 process shall be evaluated under the Level 3 process.

Submit an Interconnection Request

To submit an interconnection request, follow the steps below. You can download this interconnection request checklist to help.

  1. Download and complete the appropriate application form below, and prepare the corresponding application fee:

    • Site Control Documentation
    • Single Line Diagram
    • Equipment Specifications
    • Site Map
  3. Submit your Interconnection Request (IR) form using one of the following methods:
    • Online Portal: Submit your completed IR form and supporting documents through Dominion Energy’s online portal. When uploading documents, please zip (compress) files to a size of 3 MB or less. Banking information (Routing and Account Numbers) will be needed to submit an e-check for the application fee.
    • By Mail: Send a completed IR form, supporting documentation, and a check for the application fee to:

    • By Email: Email the completed IR form and supporting documents to generatorinterconnects@dominionenergy.com. Then mail the check separately to the address above.

Many interconnections to our distribution system involve federal jurisdiction. Since all requests involving federal jurisdiction are processed by PJM Interconnection, you should initially contact PJM about your request.

Depending upon the characteristics of your interconnection, PJM will either process your request or suggest that you contact us to process your request under state jurisdiction. PJM Interconnection is the regional transmission organization (RTO) that administers many of the interconnections to Dominion Energy’s system in accordance with the PJM Open Access Transmission Tariff (OATT).

Interconnections to Dominion Energy’s transmission system must also comply with our Facility Interconnection Requirements. Additional information about Dominion Energy’s electric transmission system including PJM OATT, informational postings/notices required by Federal mandates and electric transmission planning and statistics are available on the Electric Transmission web page.

If your generator is fueled entirely by renewable energy and will offset a portion or all of the load behind your Dominion Energy retail meter, your proposed generation may qualify for Net Metering. Visit our Net Metering homepage for more information.

General Process & Getting Started

An interconnection request is a formal application submitted by a customer who wants to operate a small generating facility (SGF) in parallel with Dominion Energy’s distribution system.

Application & Review

Dominion Energy accepts payment in the following ways:

  • E-Check via Online Portal: If submitting your application through the online portal, you can pay the fee electronically using an e-check.
  • Physical Check by Mail: If submitting by email or mail, you must send a physical check to:

Be sure to include the project name with your payment to ensure proper processing.

To be assigned a queue number, you submit a completed Interconnection Request (IR) along with the payment of the required application fee. The queue number determines your project’s position in the interconnection process and is used to determine interdependency with other projects.

Dominion Energy will acknowledge receipt and assign a queue number within 3 business days and review the application for completeness within 10 business days. If incomplete, you’ll receive a list of missing items and have 10 business days to respond.

Interdependency is typically assigned based on the substation transformer serving the project. Projects 250kW and greater are generally subject to interdependency review to ensure safe and reliable grid operation.

Studies & Agreements

Depending on the project size and complexity, the following studies may be required:

  • Feasibility Study
  • System Impact Study
  • Facilities Study

For Level 3 interconnections, the deposit is $10,000 + $1/kW of the proposed generator size. The deposit is submitted with the Feasibility Study Agreement.

To begin any interconnection study, a project must be in Position A. Projects in Position B may begin the Feasibility and System Impact Study, but cannot proceed to Facilities Study until they are a Position A.

A scoping meeting is held within 10 business days of a project moving into Position A or B, if the Interconnection Customer elects to begin the study process.

A scoping meeting is a call held between the IC and the Utility to discuss the project, study needs, and cost responsibilities.

Only projects in Position A are eligible to execute an SGIA, once all interconnection studies have been completed.

Additional Questions

Site control is proof that the applicant has the legal right to develop the proposed location. It can be demonstrated through ownership, leasehold interest, development right, or an existing metered account in the application’s name.

Material modifications to the project—such as changes in size, location or equipment—may require restarting the interconnection process or re-evaluation of the request. Discuss with your Contract Administrator before making any changes.

Yes, a project in Position A may elect to combine the Feasibility, System Impact and Facilities Studies.

If you fail to respond to a request, meet deadlines, or execute agreements, your interconnection request may be deemed withdrawn. You would need to reapply and may lose your queue position.
