Billing Options

Paperless Billing (eBill)

  • View, print or pay your bill online at any time.
  • Receive email notifications before your bill is due.
  • Available for both residential and non-residential customers.

Budget Billing

  • Avoid seasonal swings.
  • Your monthly bill is the average of your previous 12 bills.
  • This option is also available for small businesses, mid-size businesses, and places of worship.

Third-Party Notice

  • Choose to add an additional person(s) to receive a notice of any past-due amounts.
  • Third-party notices help ensure that payments are made during illness or vacations.
  • The third-party is never obligated to pay the bill.

A payment extension provides more time to pay your bill to prevent disconnection. Eligibility depends on the status of your account and compliance of previous payment arrangements. Arrangement options are consistent across all channels. The website, automated system, and customer representative offer the exact same arrangements. If an option is not available on the website, it will not be available through the automated system or customer service representative.

  • A short-term payment extension allows you extra time to pay your bill. It changes the due date only. You must still handle the payment of the arrangement in a separate transaction.
  • Short-term payment extensions are available for residential and small commercial customers.
  • Select Need Help/Time to Pay on the website or mobile app or use the automated system at 800-251-7234.

A long-term payment plan (Deferred Payment Plan) is an agreement to pay your current bill and a set amount towards a past due balance, each month. It divides the past due balance into equal payments. This plan addresses utility related charges only. Customers cannot be on a short-term and long-term payment plan at the same time.

  • Long-term payment plans are available for residential accounts.
  • A long-term payment plan will require a down payment and will spread out the remaining balance over 3-4 months, allowing you to pay a portion of your balance in addition to your current monthly bill charges.
  • A 1.5% late payment charge will be applied to the remaining past due balance on each bill until the payment plan is complete.
  • No further payment extensions are available while you are on the Deferred Payment Plan.
  • If your service is disconnected while on the Deferred Payment Plan, the arrangement is rendered null and void. Any outstanding balances will become due with the next billing cycle.

Energy Assistance

We're supporting our customers and communities. Find resources to help pay your bill.

The Community Action Agency in your county determines if your household's income and/or additional eligibility criteria qualifies you to receive LIHEAP assistance.

Requirements may vary, so make sure to contact your local agency about the paperwork requirements in advance. Plan to have the following on hand:

  1. Names and Social Security Numbers (SSNs)
    • List everyone who lives in your home.
    • SSNs are required for all applicants.
    • If you're a non-citizen (like a permanent resident, refugee, or asylee), you may not be able to apply without an SSN.
  2. Proof of Recent Household Income
    • Check with your local agency to find out how far back your income documents should go.
    • You might need a recent pay stub or income statements for a specific time period.

    Household income includes (but isn't limited to):

    • Wages
    • Social Security
    • Unemployment Benefits
    • Pension
    • Disability Payments
    • Alimony
  3. Proof of present address.
  4. Most recent copy of your electric, gas, or other home energy bill.

Additional Assistance

Programs and options to make receiving, viewing and paying your bills as easy as possible.

Participants of Community Solar Select may subscribe to panels in a solar array located within the Dominion Energy South Carolina service area and enjoy the benefits of bill credits without paying a subscription fee or having to install panels at their residence.

This program is available to customers who are income-qualified through a Community Action Agency. Once you are qualified, the agency will send us your referral and we will contact you to start the enrollment process by scheduling a free Home Energy Check-up worth more than $250.

  • There's NO cost to participate.
  • You'll earn $0.01/kWh of energy your panels produce. That credit will apply to your bill every month.
  • You do not have to live near the Community Solar farms to participate and you're not responsible for any maintenance on the solar panels.
  • Even if you rent, you can participate.
  • If you move or relocate within our service territory, you can have your Community Solar Select subscription transferred to your new account.

White Cross assistance is offered to customers who have electrical medical equipment in their home. During a major storm or threat of a storm, customers are proactively called so they can make plans to sustain their equipment should an outage occur.

If your health or the health of a household member would be endangered by the disconnection of electric and/or gas service during the winter, a medical certificate may help. This program is available only from December 1 – March 31.
