If you are having trouble paying your Dominion Energy bill, call us at 866-366-4357. You may be eligible for payment arrangements or bill payment assistance funds. Calling us early may provide more options to help keep your Dominion Energy bill low and prevent your services from being disconnected. 

Bill payment assistance is not limited to low income customers, but anyone facing hardship. See below for information on programs offered through the State and by Dominion Energy.


Who to Contact for Resources: 2-1-1 Virginia

If you need help paying your bill and are searching for agencies that may be able to assist, dial 2-1-1 or visit 211virginia.org. 2-1-1 connects people with free information on available community services. Trained professionals will provide referrals to resources for utility assistance, basic human needs, childcare, elder care, housing assistance and more. Help is available 24/7. 


Available Programs

State Assistance: Virginia Department of Social Services

The Virginia Department of Social Services offers three programs to assist customers with energy bills. Visit the Virginia Department of Social Services website for locations and additional information.

Fuel Assistance helps eligible households with the costs of heating their homes. Application dates: 2nd Tuesday in October through 2nd Friday in November.

Crisis Assistance helps households in heating emergency situations with primary heat security deposits, energy heating bills, repair/replacement of heating equipment, primary heating fuel, or emergency shelter. Application dates: 1st working day of January through March 15.

Cooling Assistance helps with cooling equipment repairs or purchases and with payment of the energy bill to operate cooling equipment. Application dates: June 15 through August 15.

Dominion Energy: EnergyShare

EnergyShare is our year-round energy assistance program of last resort available to individuals and families facing financial hardship. In addition to providing bill payment assistance during the heating and cooling seasons, the program is also available to individuals with disabilities and military veterans facing financial challenges. To apply for EnergyShare, you must submit an application through one of our partnering agencies. A list of agencies is available.

EnergyShare also offers free weatherization services and educational outreach to help qualifying customers reduce energy usage and lower their bills by making lasting energy-saving improvements. 

Dominion Energy: Senior Cool Care Program

Senior Cool Care is a public-private partnership sponsored by Dominion Energy and administered by the Virginia Department for Aging and Rehabilitative Services that helps low-income older citizens in Virginia keep cool during summer months.

The program provides one free single-room air conditioner to elderly Virginians who live within Dominion Energy’s service area and who meet eligibility requirements. Local Area Agencies on Aging administer Senior Cool Care by screening applicants and distributing air conditioners. A list of participating agencies is available by contacting the Virginia Department for the Aging at 1-800-552-3402.
