Bringing EV Charging to Every Community
The EV Charging Access Program helps bring electric vehicle (EV) charging to communities that need it most by offering free installation and maintenance of EV charging stations. The program supports fleet, public, workplace, and multi-family housing locations, making it easier for everyone to access clean transportation.

Key Features
- No-Cost Installation:
Eligible customers receive full installation and ongoing maintenance of EV chargers at no cost.
- Utility Infrastructure:
Support available to help cover standard utility construction or upgrade costs.
- Full Charging Control:
You have full control over how your charging stations are used and managed. - Extra Support for Fleets:
Fleet customers can access no-cost consulting and technical assistance through our partnership with CLEAResult.
Covered by the Program
- Utility Infrastructure:
Credits for standard new utility construction or upgrades.
- Electric Meter:
A dedicated meter is installed to separately track EV charging energy use, simplify billing, and potentially qualify for special EV rates.
- EV Supply Infrastructure (EVSI):
Includes all the “make-ready” work, like wiring, conduit, and panels that are needed to get your site ready for chargers.
- EV Supply Equipment (EVSE):
Includes the approved EV chargers themselves, fully installed and maintained at no cost.
Eligibility Criteria
To qualify, you must meet the following requirements:
- Your site must be located in an Environmental Justice Community, as defined in the FAQ below.
- You must be a commercial or industrial customer (non-residential).
- You must be authorized to make decisions about installing EV charging at your location.
- You must request at least two Level 2 charging stations for workplace, public, or multifamily use or two Level 2 or Direct Current Fast Chargers (DCFC) for fleet use. (Chargers must be installed together on a single site)
- You must use a Dominion Energy approved contractor provided through the program for all installation and construction work.
- You may need to provide required easements to access the property and agree to a separately metered service for EV charging.
- You must agree to the program's terms and conditions.
Application Timeline
- Application window opens: December 8, 2025
- Applications window closes: March 31, 2026
- Application review and selection: April/May 2026
