You can take control of your energy bills by enrolling in Budget Billing, which makes your bills more predictable by paying about the same amount each month.

How It Works

Budget Billing is a free, convenient budgeting tool to help you avoid seasonal swings in your monthly bill. It keeps your payment consistent month after month, reducing surprise spikes and allowing you to plan for the payment you’ll owe.

Budget Billing is available to residential and small business customers. You must have at least 12 months of billing history at your current address and must not owe more than your current bill to enroll. If you have a previous balance, it must be paid in full before you can enroll in Budget Billing.

If you have been a customer at the location for less than 12 months, call 866-366-4357 and a customer service representative will determine your eligibility and calculate your Budget Billing payment amount.

To determine your monthly Budget Billing payment amount, we average your 12 previous bills and the projected cost of energy over the next 12 months and divide that amount into 12 equal payments.

There are no fees to enroll in Budget Billing. Other charges, such as HomeServe, will be separate from your Budget Billing amount each month.

Yes. Your bill will show your actual energy usage and charges, your total amount due and your Budget Billing payment amount. You simply pay your Budget Billing payment amount each month.

Normally, your payment amount is recalculated every 12 months to reflect the average actual usage and the projected cost of energy over the next 12 months. However, special circumstances may result in a recalculation during the year; things like rate changes, service additions or significant changes in energy use.

Your Budget Billing payment amount is recalculated every year to reflect your actual average energy use and any regulated rate changes or service additions that impact your area. Some of these costs impact all Dominion Energy customers regardless of participation in Budget Billing. It’s a good idea to review your usage regularly to help keep your energy use in line with last year’s levels.

If your payments are more than your actual charges, we owe you. We'll apply the amount owed to your recalculated Budget Billing payment amount for the next 12 months. If the total of your payments is not enough to cover your actual charges for the previous year, you owe us. You can either pay the difference in full or have the difference added to your recalculated Budget Billing payment amount for the next 12 months.

Budget Billing payments must be made in full by the due date to avoid being removed from the Budget Billing program. A late payment charge of 1% may be added to any balance remaining 25 days after billing.

If you move to a new address while on Budget Billing, your account will be unenrolled, and your entire balance will be due. You cannot reenroll in Budget Billing until you have established 12 months of usage at your new address.

While on Budget Billing, you should only pay the budget amount (not your current charges or the actual account balance).

No, if you are on Budget Billing, you are not eligible for payment arrangements.

To establish an arrangement, you will need to first stop Budget Billing. Sign in to your account to see if you qualify for a payment arrangement.

You can stop Budget Billing at any time by signing in to your account or on the Dominion Energy app.

At the time you cancel, your actual account balance will be due. Any credit balance will be applied to your next bill.
