No-cost energy-efficient upgrades to qualified customers
Our Income and Age Qualifying Energy Savings Program (formerly known as the Income and Age Qualifying (IAQ) Residential Bundle Program) provides no-cost energy efficient upgrades to qualified customers.
The program is available to eligible customers in our North Carolina service territory. If you qualify, an energy expert will examine your home, generate a custom energy assessment report, and install the selected energy-saving products. No products will be installed without the customer's permission.

3) Schedule an in-home assessment
Your weatherization provider will assess your home’s needs and create a custom report
4) Install Recommended Upgrades
Your service provider will complete energy-saving upgrades in your home at no-cost.
Eligibility
You may be eligible for this program if you live in Virginia and meet one of the following:
Option 1: Income-Based

You live in a single-family home, multi-family home, or mobile home and your household income is one of the following (whichever is greater):
- 80% or less of the local area median income
- 60% less of the state median income
Option 2: Age and Income-Based
- You are 60 years or older and your household income is 120% or less of the state median income.

Energy assessments and installations will be conducted by qualified, local weatherization service providers who currently offer weatherization related services through the North Carolina Department of Environmental Quality and have been approved by the Income and Age Qualifying Energy Efficiency program to complete assessments and install the selected energy-saving products.
A typical assessment through the Income and Age Qualifying Energy Efficiency Program will take approximately one to two hours. The energy expert will let you how long it will take to install the improvements, depending on the size of the premise this may take one to two days. In addition, you may also be eligible to participate in the North Carolina Department of Environmental Quality Weatherization Assistance Program. Discuss with your weatherization service provider the time commitment necessary to participate.
The Income and Age-Qualifying Energy Efficiency Program is available to qualified customers in our North Carolina service territory. A household whose annual income does not exceed 200% of the federal poverty guidelines*, or receiving assistance payments under the Work First or Supplemental Security Income Programs. Or a customer 60 years or older with a household income that does not exceed 250% of the federal poverty guidelines. *For more information on the current federal poverty guidelines, please visit the HHS website. The program is available to qualified individuals living in single-family residences, townhomes, mobile homes, or separately metered multi-family dwellings (such as apartments or condominiums) with electric or non-electric heating and/or electric cooling.

Yes. You will be asked to read and sign the program consent form that states that you desire to have the work performed and that either you are the homeowner or that you are authorized by the homeowner to have the improvements made to your premise. No energy measure will be installed without the homeowner's permission. You must be a Dominion Energy (North Carolina) residential customer.
The Income and Age Qualifying Energy Efficiency Program is an assessment and improvement program for Dominion Energy customers meeting eligibility requirements in North Carolina. This program is offered by Dominion Energy and approved by the North Carolina Utilities Commission.
