A New Way to Receive Emergency Alerts
In the unlikely event of an emergency at Millstone Power Station, residents and businesses within 10 miles of the power station are currently alerted via the outdoor siren system.
Emergency Alerts Are Changing
Starting October 1, 2026, if there is an emergency at Millstone Power Station, you'll receive emergency alerts on your mobile phone. These alerts work like AMBER or severe weather alerts.
These emergency alerts (also known as Wireless Emergency Alerts or WEAs) are sent through FEMA’s Integrated Public Alert and Warning System (IPAWS). They will include a short message telling you to go to a webpage and/or tune in to local radio or TV station for emergency information and/or instructions.
At the same time, the Emergency Alert System (EAS) will interrupt regular programming on TV and radio to share emergency information and/or instructions.
Who Will Receive These Alerts?
If an emergency occurs at Millstone Power Station, anyone living, working or visiting within 10 miles of the power station will receive an emergency alert.

Other Changes in How You’ll Be Alerted and Notified
In addition to mobile emergency alerts:
- Connecticut residents near the power station may also receive a CT Alert at no cost. CT Alerts can call or text landlines and registered mobile phones.
- Fishers Island residents will continue to hear sirens while also receiving mobile emergency alerts.
Why Are These Changes Being Made?
Dominion Energy worked with Connecticut and New York emergency management agencies to make these changes. The purpose is to use the benefits of modern technology and provide real time information to the public. These changes offer:
- Real-time information on what is happening and what to do.
- GPS targeted alerts to people living, working or visiting the 10-mile area of the power station.
- Alerts that can reach you indoors in your home, office or car.
- Longer alerting window to reach additional people as they enter the 10-mile area of the power station.

Communities within the 10-mile area of Millstone Power Station are part of the power station’s 10 mile Emergency Planning Zone (EPZ).
The following are the 10 communities within the 10-mile area of Millstone Power Station:
- East Lyme
- Fishers Island
- Groton Town and Groton City
- New London
- Old Lyme
- Waterford
- Areas of Ledyard south of Hurlbutt Rd., Whalehead Rd. and Sandy Hollow Rd. to Route 117
- Areas of Lyme east of Route 156 and south of Beaver Brook Rd
- Areas of Montville south of Grassy Hill Rd., Chesterfield Rd. and Route 163 between Glendale Rd. and Chapel Hill Rd. in Oakdale Heights.
Residents in the 10-mile area receive an annual postcard directing where to get emergency preparedness information for Millstone Power Station.

You will still hear and receive information through local TV and radio stations via Emergency Alert System.

Fishers Island residents will continue to hear sirens on the island.
- Look for “WEA capable” labeling with the WEA-capable logo on retail callout cards and in manufacturers’ online equipment listings.
- Check your mobile device’s settings. If you see “Government Alerts” or “Emergency Alerts” in settings, your device likely supports WEA.
- iPhone: Settings → Notifications → scroll all the way down to Government Alerts
- Android: Settings → Safety & Emergency → Wireless Emergency Alerts
- Check your carrier’s list of WEA capable devices.
New York State decided to continue using the sirens on Fishers Island as an added way to alert residents.
The State of Connecticut chose to use CT Alert as an added system to alert residents. CT Alert has the capability to send messages to Connecticut residents via text, phone, and email.
IPAWS (the Integrated Public Alert and Warning System) is FEMA's national alerting system. It sends emergency alerts to mobile phones (WEAs, or Wireless Emergency Alerts), radio and TV (EAS), and NOAA weather radio.
