Substation and Transmission Line Project
Project Details
Dominion Energy is proposing a new substation and transmission line project in Fairfax County to meet the area's growing electrical needs. The project will support new data center development while helping provide reliable electric service for local homes, businesses and communities. The Virginia State Corporation Commission approved the transmission line portion of the project in August 2025. The Edsall Substation is currently going through the local permitting process. Substation Noise Tool App
As your community grows, you may see new high-voltage power lines or substations being built to help maintain a strong, reliable electric grid. Substations play an important role in safely delivering electricity by adjusting voltage, managing power flow, and protecting the grid. Some of the equipment inside substations produces noise during normal operation, which may occasionally be heard outside the facility.

Legal
The Virginia State Corporation (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized. On July 26, 2024, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on August 8, 2025.
