Culpeper Tech Zone
Project Details
This project includes four components:
- Building four new substations within the Culpeper Tech Zone and a 230 kV transmission line to connect them to the electrical grid in the Town of Culpeper and Culpeper County.
- Upgrading 0.7 miles of existing 115 kV transmission line in Faquier County to 240 kV.
- Upgrading 2.7 miles of existing 115 kV transmission line in Culpeper and Orange Counties to 230 kV.
- Upgrading and relocating the exiting Oak Green Substation to a parcel nearby its existing location.
On February 20, 2025, Dominion Energy filed an application to construct this project with the Virginia State Corporation Commission (SCC). The SCC issued its' Final Order approving the project on March 12, 2026. Please see the Legal tab for the final approval document and additional details.

Legal
The Virginia State Corporation Commission (SCC) is responsible for verifying the need, approving the route and structures, and reviewing the environmental impact of certain transmission lines in Virginia.
On February 20, 2025, Dominion Energy filed its application with the SCC. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2025-00032 in the “Search Cases” section. In addition, interested parties may visit the SCC Case Comments page where individual mailboxes are available for each case accepting public comments.
