Burrell 230 Substation Electric Transmission Project
Project Details
The project would add approximately 0.6 miles of new overhead transmission line to connect the planned Burrell Substation to the existing transmission system. The new line would need a 100 foot wide right of way to safely accommodate the proposed transmission facilities.
As part of the project, the existing transmission line would be reconfigured to connect through the new substation. Dominion Energy would also construct the 230 kV delivery point portion of the NOVEC-owned substation on land provided by the customer.
Permits for the substation have already been approved by Prince William County.
Together, these improvements would help strengthen the local transmission system and support reliable electric service as Prince William County continues to grow.

What's Proposed?
The project includes:
- Approximately 0.6 miles of new overhead transmission line connecting the existing transmission system to NOVEC’s planned Burrell Substation.
- Construction of the 230 kV delivery point facilities within the substation. These facilities would be operated and maintained by Dominion Energy.
- Approximately 11 new permanent transmission structures.
- Two transmission circuits that would primarily share the same structures along the proposed route.
- Primarily single-pole and two-pole transmission structures designed to support both circuits.
- New 100 foot wide right of way to safely accommodate the proposed transmission facilities.
- Upgrades to existing transmission infrastructure, including replacement of fiber-optic cable that supports communications and system operations.

Legal
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts, and the environment have been reasonably minimized.
• Our SCC application review process
Once this project is submitted to the SCC, we will post our application and provide a link to the SCC’s case docket where you will find documents related to the case, as well as information on how to submit comments.
