Clifton-Winters Branch

Overview

As a result of continued economic growth in the area and a related demand for increased energy needs, we need to replace 7.25 miles of conductor, or wire, on an existing transmission line, with a new, stronger material capable of carrying a higher amount of electric current, or ampacity. This will strengthen system reliability and service. Because this new wire is made of different, heavier material than the existing one, we must also replace the structures that support the conductor.

The portion of the 230 kilovolt (kV) line to be rebuilt runs from just outside our Cannon Branch substation, south of Nokesville Road in Prince William County, through the City of Manassas, and terminates at our Clifton substation near Clifton Creek Drive in Fairfax County.

This is a partial rebuild of what will be a full transmission line running from our Clifton substation to our Winters Branch substation in Prince William County, near Prince William Parkway. Legal

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

On 3/31/23, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 10/23/23. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2023-00049 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.

Blooms Park Trail Detour

To maintain reliable electric service, Dominion Energy is replacing transmission lines and related structures near Blooms Park. For the safety of Dominion Energy’s crews and trail users, please stay away from work zones for the duration of this project.

Dominion Energy has created temporary detours on the Yellow Trail. You'll use a combination of the new Blue Trail detour and the existing Pink Trail to bypass the work area.

Note: If you are a person with limited mobility, please use the Pink or Orange trails. The Yellow Trail detour has steep hills.

Once construction is complete, Dominion Energy will restore the affected trail sections as part of their commitment to our communities.
