Project Overview
Cannon Branch-Winters Branch Line Extension
This project involves extending an existing 230 kV electric transmission line by building a new section of the line between the existing Cannon Branch Substation in the City of Manassas and Winters Branch Substation in Prince William County, Virginia.
The existing portions of this 230 kV electric transmission line are also being rebuilt under a related project. Please visit our Clifton-Winters Branch project page for additional information on this related project. Together, these projects will result in a full transmission line running from our Clifton Substation to our Winters Branch Substation in Prince William County, near Prince William Parkway.

SCC Applications
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
On 12/16/21, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on 6/24/22. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2021-00291 in the " Search Cases " section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.
