Rural Broadband Program

Dominion Energy Virginia has developed a program to help local Internet Service Providers (ISPs) reach rural locations across the Commonwealth that currently lack high-speed broadband access, as outlined in recent legislation.
As part of our efforts to transform Virginia's energy grid into a more reliable and resilient system, we are installing fiber optic communications cable between our substations.

As an additional benefit of that work, we are able to provide excess "middle-mile" broadband capacity to ISPs in rural areas of the state. Once these installations are complete, partner ISPs are able to build "last-mile" connections to customer's homes, providing essential internet service to previously unserved areas.

Improved connectivity will enable remote work, telehealth, online coursework, and remote schooling to our rural communities.

Broadband access can energize local businesses, increase home value, and attract residents and businesses to the area.

Internet access can increase the transparency and accessibility in our local government and improve response times.

Projects

Design

Dominion Energy employees and our authorized contractors will visit a designated area to take field notes required for the technical drawing of fiber optic facilities. Existing facilities are evaluated to determine their readiness for fiber optic cable attachment.

Construction

Authorized contractor crews will perform fiber optic installation on our existing distribution facilities. “Middle-mile” fiber is installed six inches below the existing neutral, in the supply space of the pole. If existing facilities are located underground, fiber optic cable will follow the same underground route. View typical overhead fiber installation.

Splicing & ISP Coordination

Once our “middle-mile” fiber optic cable is installed, we coordinate with our internet service provider partners to ensure our fiber is ready for their use. We prepare our fiber optic cable for splicing, or the joining of two fiber optic cables together. Dominion Energy Virginia is not an internet service provider.
