New electric infrastructure is needed to ease the load on the local distribution network serving Goochland and Henrico counties and to support recently announced development projects.
This proposed project will meet the continued needs of your region and maintain reliable electric service.
Project Details
This project proposes the following key concepts:
- A new substation to reinforce the electric distribution network.
- A new, double-circuit 230 kV transmission line and right of way corridor to connect the new substation to the existing electric transmission grid.

The Virginia State Corporation Commission (SCC) regulates all energy companies in Virginia. The SCC reviews proposed power line projects, confirms that they are needed, and approves the route and type of structures. As part of this review, the SCC also considers impacts on scenic areas, historic sites, and the environment.
On January 28, 2026, Dominion Energy submitted its application to the SCC. Project documents are available to the public on the SCC website through the SCC Docket or by searching for **Case No. PUR‑2026‑00009** in the “Search Cases” section.
The public can also submit comments through the SCC Case Comments page. Please note that the comment mailbox may not be available until a scheduling order is issued, which usually happens several weeks after the application is filed.
