Dominion Energy plans to build Powellton Substation in Brunswick County, Virginia, to support future load growth and meet Federal Energy Regulation Commission (FERC) reliability standards. The project will enhance grid reliability and resilience, helping ensure the continued delivery of safe, reliable, and affordable electric service to the community.

A substation is a facility that changes voltage from high to low or from low to high, among other important functions. When electric transmission lines enter a substation, the voltage is lowered using transformers. The lower voltage electricity is delivered to customers using electric distribution lines.
A new substation is required to support a Mecklenburg Cooperative delivery request. The existing line has reached the maximum number of permitted taps (customer delivery points), and additional capacity is needed. To maintain system reliability and comply with federal electric reliability standards, a new substation will be constructed near an existing transmission corridor. This substation will divide the line, enabling additional delivery points while ensuring continued safe and reliable service.
Work will be completed during permitted construction hours. You can expect to see crews on foot or in vehicles accessing the right of way.
