Overview

At Dominion Energy, we are dedicated to maintaining reliable and secure electric service in the communities we serve. The electric transmission lines that run between our Fredericksburg Substation and Possum Point Substation are at the end of their service life and need to be rebuilt to continue providing reliable electric service. The project will also upgrade the line along this route from 115 kilovolts (kV) to 230 kV to increase the current capacity to address increased energy demand in the area. This will include reconductoring, or replacing the wires, and replacing existing structures.
We originally announced this project in February 2023. Since then, our team has re-evaluated engineering needs, and we will now accomplish this project in two phases. Phase 1 will rebuild the existing transmission corridor, mostly within the existing right of way, between our Fredericksburg Substation in the City of Fredericksburg and our Aquia Harbour Substation in Stafford County. Dominion Energy filed an application for Phase 1 with Virginia’s State Corporation Commission (SCC) in March 2024.
Phase 2 will rebuild the existing transmission corridor between our Aquia Harbour Substation in Stafford County and our Possum Point Substation in Prince William County. Dominion Energy filed an application for Phase 2 with SCC on August 14, 2024
Upcoming Survey Activity
To comply with the Endangered Species Act and the United States Fish and Wildlife Service guidelines, we will conduct wildlife surveys along the right of way corridor. Our crews will also survey for encroachments. This activity will begin in the next few weeks and may continue through the fall. During this survey activity, you may see Dominion Energy and/or contractors and equipment near your property and in the transmission right of way. If our crews need to utilize your property to access the right of way, they will come to your door and attempt to speak with you first.

Legal
The Virginia State Corporation Commission (SCC) is responsible for verifying the need, approving the route and structures and reviewing the environmental impact of certain transmission lines in Virginia.

On March 14, 2024, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on February 12, 2025. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2021-00291 in the “Search Cases” section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments.

On August 14, 2024, Dominion Energy filed its application with the SCC. The SCC issued its Final Order approving the project on March 05, 2025. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2024-00142 in the "Search Cases" section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments. Please note, the mailbox may not be available until a scheduling order is issued, typically several weeks after an application is filed.

Meetings
A community meeting for Phase 1 (Fredericksburg-Aquia Harbour) of the project was held on February 8, 2024. Community meetings for Phase 2 of the project (Aquia Harbour-Possum Point) were held on June 18 and June 20, 2024.
