Portsmouth Resident Receives Free Weatherization Upgrades
A $600,000 grant partnership with Dominion Energy and the Hampton Roads Community Action Program helped provide free energy efficiency upgrades to residents in Eastern Virginia.

Roxanne Potts' home is one of about twenty to receive weatherization upgrades in Hampton Roads through an EnergyShare® grant program.
It wasn’t a case of the neighbor’s grass being greener, but instead, a simple compliment of the work being done on the neighbor’s home.
That’s what ended up landing Roxanne Potts in the position she’s in now – a safer, more energy-efficient, and comfortable home.
Roxanne Potts has resided in her Portsmouth home for 28 years- serving as a haven to many of her family members. After witnessing her neighbor receive energy improvements and upgrades to her home, Roxanne inquired about how she too could receive help.
Through a $600,000 EnergyShare® grant partnership with the Hampton Roads Community Action Program (HRCAP), Dominion Energy provides Portsmouth and Newport News residents with free home weatherization. Roxanne jumped at the opportunity and was able to get both big and small energy efficiency concerns addressed within her home, ranging from her hot water heater and HVAC system to her crawl space insulation and LED light bulbs throughout her home.
“It’s been a blessing to me and to my family,” said Roxanne. “This program helped my family financially, in terms of reductions to our utility bills, but more importantly, it has benefited us from a safety perspective.”
Roxanne's home is one of about twenty homes to receive weatherization upgrades by a cohort of Hampton Roads residents participating in the workforce development portion of the dual-purposed EnergyShare® grant program.
The cohort will finish the program with professional training and hands-on experience in the ever-growing field of weatherization.
