Net Metering RECs
Renewable energy certificates (RECs), sometimes referred to as renewable energy credits, are electronic certificates that identify characteristics of renewable energy generation, such as generator location, fuel source (e.g., solar), and the date the generator went online. RECs are commonly traded in compliance markets in states that have Renewable Portfolio Standards (RPS) programs.
Currently net metering customers have the ability to sell their RECs either on the open market or request that Dominion Energy purchase their RECs. The PJM-EIS' Generation Attribute Tracking System (GATS) offers the platform to buy and sell renewable energy certificates - each represents one megawatt-hour of electricity produced.
Open Market
- Work with an aggregator or broker to either purchase the RECs directly, or to assist the REC owner in finding a buyer.
- Use an auction or exchange platform to sell RECs.
Dominion Energy Purchase
Per the Net Metering Terms and Conditions (T&C), XXV.H.2-3 , the Company is obligated to purchase the Customer's RECs only the following occur:
- The Customer signs a power purchase agreement with the Company;
- At the time the power purchase agreement is signed - the Customer exercises their one-time option to include a provision in the power purchase agreement that requires the Company to purchase all generated RECs over the duration of the power purchase agreement;
- All necessary Company owned metering equipment has been installed.
Steps for Dominion Energy to Purchase Net Metering RECs
- Request a PPA including REC Purchase from Dominion Energy by either calling the Dominion Energy Customer Support Line at 866-366-4357 or emailing the net metering team.
- Complete the PPA Form and PJM Consent Form sent to you from Dominion Energy.
- Meter upgrade/addition based on type of REC purchase request: Total Generation or Excess Generation
- Total Generation: customer will install new DE approved meter base for Dominion Energy received only meter to capture generation from solar array. Go to a local Dominion Energy office, at the gate, use the phone to request a meter base. Have your new meter base wired as shown in Figure 1.
- Excess Generation: exchange existing meter for bi-directional interval meter (if not already installed).
- Dominion Energy to register RECs
- Customer is paid out yearly at annual review period. Customer chooses either bill credit or check for payment.
