At Dominion Energy, we’re committed to helping all of our customers to have an energy-efficient and comfortable home.

This program, available to eligible customers in our Virginia service territory, offers incentives for the installation of measures that reduce residential heating and cooling costs and enhance the health and safety of residents.

This program includes repairs and improvements to home heating and cooling systems and installation of energy saving measures in the home.

Energy Savings Measures may include:

  • Heat pump replacement
  • Duct sealing/insulation/repair/replacement
  • Insulation repair/upgrade wall
  • Insulation repair/upgrade floor
  • Electric baseboard heat upgrade/changeout
  • Upgrades to mini-split/ductless heat pumps
  • Thermostat replacement
  • Comprehensive air sealing
  • HVAC tune-up
  • Dehumidifiers
  • HVAC / home ventilation improvements
  • Roof repairs
  • Mold/mildew removal
  • Re-wiring
  • Air quality control
  • Carbon monoxide detectors and sources

Frequently Asked Questions

General Program Information

This program provides installation of select energy-saving products at no cost to you. Qualifying customers are eligible for this no-cost in-home energy assessment conducted by local weatherization service providers. If you qualify, an energy expert will examine your home and install the selected energy-saving products.

No products will be installed without the homeowner's permission. The homeowner or an authorized tenant will need to sign the application form that will state "I am the homeowner or I am authorized by the homeowner to have improvements made to my premise."

The HVAC Health and Safety program is an assessment and improvement program for Dominion Energy customers meeting eligibility requirements in Virginia. This program is offered by Dominion Energy and approved by the Virginia State Corporation Commission.

For further assistance with home efficiency improvements, the Virginia Department of Housing and Community Development also offers weatherization services. This program provides weatherization services to qualifying individuals through local weatherization assistance providers. You may contact your local weatherization assistance provider for more information on programs for which you may be eligible.

An energy assessment can help you evaluate what energy-saving options you can take to improve your home’s energy efficiency. A professionally trained weatherization service provider will come to your home and gather information on the current condition of the home, lighting, air conditioning and heating systems and appliances, and advise you on efficiency tips and other resources to maximize your home’s energy efficiency needs. All information will be presented to the customer shortly after the assessment.
Yes. An energy assessment helps you systematically identify the areas where your home’s energy consumption is high. The program-sponsored improvements are aimed at reducing the energy use in your home, in key areas such as lighting, space air-conditioning (i.e., heating and cooling) and water heating

Energy assessments will be conducted by qualified, local weatherization service providers who currently offer weatherization related services through the Virginia Department of Housing and Community Development and have been approved by the HVAC Health and Safety program to complete assessments.

Whether you've initiated an assessment or a local weatherization service provider has contacted you be sure to take these steps before you allow them access to your home:   

  • Ask to see their weatherization service provider identification.
  • Look for printed materials with the Dominion Energy logo explaining the program.

No. All services are being provided by Dominion Energy and are offered at no cost to qualified customers.
Yes, the resident is required to be home during the assessment. If the resident cannot be there, the appointment will be rescheduled to a time when you can be present.
The weatherization service provider will need access to every room in the home, the exterior of the home, the attic and the basement.

Participation and Eligibility

This program is available to qualified customers in our Virginia service territory. A household whose annual income does not exceed 80% of the local area median income as set forth by Virginia Housing or 60% of the state median income as determined by Virginia Department of Housing and Community Development, whichever is greater. Customers 60 years or older with a total household income that does not exceed 120% of the Virginia median income, as defined by the Virginia Department of Housing and Community Development income guidelines. The program is available to qualified individuals living in single-family homes, multifamily homes and mobile homes
Yes. You will be asked to read and sign the program application form that states that you desire to have the work performed and that either you are the homeowner or that you are authorized by the homeowner to have the improvements made to your premise. No products will be installed without the homeowner's permission. You must be a Dominion Energy (Virginia) residential customer.
