Program Overview

We are committed to reducing carbon emissions in our communities.

Transportation is the largest source of carbon emissions in the United States, and we are committed to reducing it in our communities to provide a cleaner energy future for our customers.

As a part of our commitment, Dominion Energy is launching a municipal electrification program in Virginia to support localities that are interested in transitioning vehicles of all types in their fleets to cleaner, more efficient electric models.

Under the program, Dominion Energy will provide a purchase incentive (varies by vehicle type and class) to help offset the cost of replacing traditional combustion engine vehicles with electric models. To make the transition to electric even easier in most instances, Dominion Energy will provide the municipality with a complimentary charging port for each vehicle purchased.

Program Details

Electric Vehicle Purchase Incentives

  • $7,500 toward a standard Sedan, SUV, Truck, or Van
  • $15,000 toward a Police, EMS, or Fire vehicle
  • $3,500 toward a Police motorcycle
  • $2,500 toward an ATV / Utility Vehicle
  • Up to $25,000 for class 3-7 vehicles (non-truck)
  • Up to $100,000 for class 8 heavy duty vehicles

Infrastructure Incentives

  • The municipality will be provided a complimentary charging port for each vehicle purchased as a part of Dominion Energy’s new EV Infrastructure as a Service Program
    • Class 8 vehicles are excluded from the infrastructure incentive
  • This infrastructure will be provided at no cost to the municipality for 10 years
    • The municipality will be billed for energy use at the same energy rate as the rest of the facility

Complimentary Fleet Assessment

  • A municipality that applies for and is awarded 10 or more vehicles will be eligible for a complimentary fleet assessment.
  • This fleet assessment will provide insights and recommendations for future electrification of their fleet.

Get Involved

Ideal applications to include:

  • (2) or more police vehicles (Car, SUV, or Motorcycle)
  • (2) or more vehicle types (ex: Sedan, SUV, Truck)
  • Vehicles spread across (2) or more different community departments
  • Up to (2) Proposed charging depots in the municipality where Dominion Energy is the electric provider

Additional Notes:

  • Municipality must be in the Dominion Energy Virginia service area
  • Vehicles must primarily charge using Dominion Energy Virginia infrastructure
  • Allow decal on vehicles to signify partnership for 5 years

Frequently Asked Questions

This program will help municipalities transition their vehicle fleets to electric, leading to cleaner air in the community and reduced fleet costs. The program will also help municipal customers meet their own sustainability goals and show leadership on clean transportation efforts.

Dominion Energy will help offset the costs for municipalities to replace traditional combustion engine vehicles in their fleets with cleaner, more efficient electric models by providing a purchase incentive (incentive varies by vehicle type and class). Additionally, in most instances, the municipality will be provided a complimentary charging port for each vehicle purchased as a part of this program (excluding class 8 vehicles). Lastly, a municipality that applies for and is awarded 10 or more vehicle incentives will be eligible for a complimentary fleet assessment.

Municipalities who choose to participate in the program will pay for the purchase of each electric vehicle, minus the incentive offered by Dominion Energy for that vehicle type. If applicable, the EV charging infrastructure for each vehicle will be provided at no cost for 10 years. The exact cost to municipalities will be dependent on which vehicles they select. Both the charging infrastructure and the incentives will be funded with shareholder dollars.

Municipalities must apply by January 31, 2022 to be eligible for consideration.

Dominion Energy is working to reach net zero emissions by 2050, and fleet electrification goals are part of that journey. And, we want to go beyond our own emissions and help our customers decarbonize as well. This program will help our customers decarbonize, with a goal of enabling municipalities to reach their individual sustainability goals.
