At Dominion Energy, we’re committed to helping our customers have an energy-efficient and comfortable home. This program, available to eligible customers in our Virginia service territory, offers incentives for the installation of solar photovoltaic (PV) systems. The program includes a 25-year warranty for maintenance and repairs at no cost to the customer.

Eligibility

Who is eligible?

The program is available to qualified customers in our Virginia service territory. The customer must have previous participation in one of our Income-Qualifying programs. Our Income-Qualifying programs provide incentives to low-income, elderly, and disabled individuals for the installation of measures that reduce heating and cooling costs and enhance health and safety. A participant must be a current or new electric service customer of Dominion Energy Virginia receiving or intending to receive electric services on a residential rate schedule. They must also meet one of the following eligibility requirements:

Eligible customers must reside in a single-family, townhome, or mobile home placed on a permanent foundation.

Organizations providing residential services to income and age qualifying individuals who participate in or have already participated in one of Dominion Energy’s Energy Efficiency Programs, for the installation of measures that reduce heating or cooling costs and enhance health and safety of the residence at any premises where people reside, may qualify.

Are there any additional requirements to receive solar?

Yes. The customer will be asked to read and sign the program application, and an assessment form that states that the customer desires to have the work performed and that either the customer is the homeowner or that the customer is authorized by the homeowner to have solar panels installed on the premise. Solar installation will not begin without the homeowner’s permission. Lastly, the customer will also be asked to read and sign PJM’s Generator Owner’s Consent Form.

A certified Solar Installer. Our Solar Installers are certified by the North American Board of Certified Energy Practitioners (NABCEP).

No. All services through this program are offered at no cost to qualified customers.

A Site Analysis is a pre-installation inspection of the property. During the site analysis the solar installer will determine if the property is eligible for solar installation. The site analysis will provide important information for the design and the installation crew. The installation crew will use the site analysis to plan their installation and determine the materials that will be required during the physical installation. It typically entails:

  • A survey of the home’s main electrical panel to identify current open breaker spots, breaker style in the panel, and any existing issues that may be present in the electrical panel.
  • A survey of the roof that will look at the condition, take measurements, pitch (angle of roof), orientation, shading issues, and sometimes use of a special camera to estimate production and sun exposure throughout the year.
  • An inspection of the attic where the inspector will document the size and style of the rafter beams, locate any area’s that may need additional support, and ensure there are no pre-existing leaks or issues.

A typical Site Analysis will take between 45 minutes to an hour.

Yes, the customer is required to be home during the site analysis. Access is required to the home’s electrical panel and attic during the inspection.

The process of scheduling, permitting, installing the system, receiving an electrical inspection, and meter swapping can vary from county to county and company to company. Therefore, it is difficult to provide an exact estimation of time from initial request to a completed and functioning system.

Yes. The customer is required to be home during the physical installation. The actual installation of a system will take between 1 and 2 days. The installers will need access to the attic and electrical panel. In addition to these requirements, installers will frequently request input from the customer on preferences for equipment placement on the outside of the home.

Yes. Homeowner’s must provide a certificate of insurance or other proof of insurance. The program requires that the homeowner must have at least $100,000 in liability insurance coverage.

The system size may be between 3 kW to 5 kW photovoltaic (PV) system, depending on the inspection during the site analysis.

The program will provide installation of a solar PV system on the customer’s roof or property; maintenance, repairs and monitoring for a period of 25 years; and removal of the PV system after 25 years. After the 25-year period, customers may choose to keep the solar PV system and assume all responsibility for monitoring, maintenance and repairs, or have the PV system removed from the property.
