Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
SCC Application Filing
Once this project is submitted to the SCC, we will post our application and provide a link to the SCC’s case docket where you will find documents related to the case, as well as information on how to submit comments.
Due to upcoming economic development in the area, we are working with Rappahannock Electric Cooperative (REC) to plan for new electric infrastructure. The Tributary project proposes a new substation and double circuit 230 kV electric transmission line to maintain federal reliability rules and keep the grid operating efficiently.
Dominion Energy has an obligation to serve and maintain reliability for all customers. Entities such as PJM – which operates the electric grid in 13 states – and NERC, North American Electric Reliability Corporation, enforce standards to ensure reliability and the prudency of investments by utility companies like Dominion Energy.
Our project team will focus on public outreach in summer 2024 to ensure all interested community members are aware of the project and have an opportunity to share feedback with our team as we continue the planning process. We intend to file an application with the SCC in fall 2024.
The SCC is the regulatory body with jurisdiction over transmission lines at or above 138 kilovolts (kV). Since this project is proposing to build a new double circuit 230 kV transmission line, it meets the criteria to be reviewed by the SCC. Dominion Energy intends to file an application in early fall 2024.
Although the SCC is the primary agency reviewing and ultimately approving the project, there may be additional permits needed from local, state, and federal agencies.
We want to hear your feedback. The purpose of our public engagement is to share, listen and learn from our community members. The SCC also considers public input in its review process. There are multiple ways to share your feedback with our team:

Members of the community may be Rappahannock Electric Cooperative (REC) customers. However, Dominion Energy provides electric transmission service to REC, which in turn delivers electric distribution service to your home or business. The Tributary project proposes a new electric transmission line in your area that will source power to REC.
