To continue to meet the growing demands for safe and reliable energy across the Northern portion of its service territory, Dominion Energy South Carolina will be constructing a new 18-mile 230 kilovolt (kV) Transmission line through the greater Aiken area.

The project consists of two separate sections. The first section is a new 230 kV "Tie" line that will be constructed with Santee Cooper. This new 230 kV Tie line will begin at DESC's Toolebeck Substation on Toolebeck Road in Aiken and will end at the intersection of Dominion and Santee Cooper's existing Transmission lines near Shaw's Fork Road in Aiken, SC. The new 230 kV Tie line will be built in the open side of an existing Transmission line easement. The new line will be built with self-supporting galvanized steel poles and will contain the new 230 kV Tie line on one side of the pole. The other side of the pole will contain the wires from the existing wooden structure line on this corridor. Once the new steel pole line is constructed, the existing wooden structure line will be removed.

The section of this project is a “Fold In,” or an extension of an existing DESC Transmission line. This line will begin at Urquhart Junction, near Storm Branch Road, in Beech Island, SC and will end at the existing Toolebeck Substation on Toolebeck Road in Aiken. This line will also be built on the open side of an existing Transmission line easement using self-supporting galvanized steel poles. The existing wooden structure line will remain in place in this section. DESC expects there to be no interruption in power to existing customers.

Line construction started in the summer of 2020 and will be completed by the end of 2021.

The line begins at Urquhart Junction (near Storm Branch Road in Beech Island, SC) and follows existing DESC Transmission line easements through Aiken all the way to the end point at the intersection of Dominion and Santee Cooper's existing Transmission lines (near Shaw's Fork Road in Aiken, SC). Along the way, the lines cross over Boyd Pond Road, Silver Bluff Road, Anderson Pond Road, Whiskey Road, Powderhouse Road, Banks Mill Road, Charleston Highway, and Wagener Road.

The most visible areas impacted by the construction of the line will be Woodside Plantation and the Target Shopping Center near the Aiken Mall.

The majority of this route is away from roadways and will have minimal impacts to normal traffic patterns. Certain sections of the line, particularly Woodside Plantation and the Target Shopping Center, will have some impacts to normal traffic patterns. Advance notice will be given to any change in traffic patterns and will be arranged to ensure the safety of all affected parties.
