Overview of NOVA Projects
You and your community rely on safe, dependable electricity as Northern Virginia grows. Energy demand is rising quickly, driven by Loudoun County’s role as one of the world’s leading innovation and technology hubs. To keep pace, Dominion Energy is planning and building new transmission infrastructure in partnership with county, state, and community leaders.
One key effort is the Loudoun Reliability Loop, a new 500/230 kilovolt (kV) transmission line loop near Ashburn, VA, made up of three projects that will strengthen the grid and maintain reliable service.
Mars to Wishing Star 500/230 kV Project
This project connects the proposed Mars and Wishing Star substations. Dominion Energy submitted its application to the Virginia State Corporation Commission (SCC) on October 27, 2022, and received approval on April 5, 2023. Construction is now underway.
Aspen to Golden 500/230 kV Project
This project connects the proposed Aspen and Golden substations. Dominion Energy submitted its application to the SCC on March 7, 2024, and received approval on February 5, 2025. The project is now undergoing final preparation ahead of construction.
Golden to Mars 500/230 kV Project
This project connects the Golden and Mars substations. Dominion Energy submitted its application to the SCC on March 28, 2025, and it is currently under review. Read the Underground Feasibility Report.

Legal
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia and requires certification for all transmission lines out of the ordinary course of doing business. or are at or above 138 kV. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts, and the environment have been reasonably minimized.
Aspen to Golden Application Documents
The Aspen to Golden 500/230 kV Electric Transmission Project SCC Project Application was submitted on March 7, 2024.
The SCC issued its Final Order approving the project on February 5, 2025.

Community Involvement
Public participation and involvement are vital to project planning and execution. At Dominion Energy we strive to improve the physical, social, and economic well-being of the communities we serve.
Public Engagement Process
Once a project need is identified, conceptual project planning and design begins. Dominion Energy consults with key stakeholders throughout the planning process to gather and incorporate feedback into design plans. Key stakeholders include local, county, and state officials, state and federal agencies, historic preservation and natural resource groups, Native American tribes, and community members.

Project Participation Group
As part of our commitment to the community, Dominion Energy has established the Loudoun Reliability Engagement Group to help us learn about the history, characteristics and attributes that make Loudoun County unique. Our due diligence will take into account all aspects of the community and consider your feedback to ensure the public has a voice in any considerations that we may put forward to the State Corporation Commission (SCC).
The Loudoun Reliability Engagement Group includes community leaders from across Loudoun County representing a diverse range of interests, including historical and preservation organizations, environmental organizations, business and workforce development, faith-based organizations, and government agency representatives.
