Goose Creek - Doubs 500 kV Line Rebuild
At Dominion Energy, we are committed to continually reviewing and analyzing our energy infrastructure to provide the most safe and reliable electric service. This project will address aging electric transmission infrastructure in Loudoun County.
After nearly five decades of service, the structures and related components for line 514 are at the end of their service life and need to be replaced to maintain reliability for our customers. Line 514 was built in the 1960’s. We plan to replace existing lattice structures and overhead conductor for an approximately 3.1-mile section from Goose Creek Substation north to the Potomac River.

These drivers often overlap, and at Dominion Energy, we believe solutions should always account for future energy needs while continuing to balance cost and impacts.
For this project, we will replace existing structures and overhead conductor with new electrical equipment in an existing right of way. This equipment will ensure the continued integrity of the electrical grid.
Along this three-mile-long project we will replace the overhead wires as well as the transmission structures.
Construction is scheduled to begin in 2023 with an anticipated completion date of June 2024.
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia and requires certification for all transmission lines out of the ordinary course of doing business or are at or above 138 kV. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
