At Dominion Energy, we are committed to continually reviewing and analyzing our energy infrastructure to provide safe and reliable electric service. We are planning to replace an aging 230 kV (kilovolt) electric transmission line located in New Kent, King William, King and Queen, Essex and Richmond Counties, to maintain reliable service for our customers. This construction will occur along a 41 mile corridor and remain within the existing right of way crossing the Mattaponi, Pamunkey and Rappahannock Rivers.
* Following production of these materials, Dominion Energy decided it would no longer include the proposed King and Queen Substation in this State Corporation Commission Filing. All other aspects of the Rebuild Project remain as indicated on this page.

We are in the planning stages to rebuild a 230 kilovolt (kV) transmission line from Lanexa, Virginia to the Northern Neck area just east of Warsaw, Virginia. We’re planning to replace the existing H frame structures with a taller, double circuit monopole structure and in some cases we’re also replacing existing lattice structures with a similar structure – constructed from a different material. This construction will occur along a 41 mile corridor and remain within the existing right of way while crossing the Mattaponi, Pamunkey and Rappahannock Rivers. We’re currently replacing the structures and cables crossing the Mattaponi River.
This project is needed to replace aging equipment. After nearly 5 decades of service, the structures and related components are at the end of their service life and need to be replaced to ensure reliable operation of the transmission line.

Timeline
The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia and requires certification for all transmission lines out of the ordinary course of doing business or are at or above 138 kV. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
Procedural Schedule
The following key dates and developments are related to the SCC review timeline. For the most up-to-date and full listing of motions, rulings and other related documents, please refer to the SCC docket for this case.
