In 2014, our team began work to address a forecasted reliability concern in the Alexandria-Arlington-Fairfax area, and proposed a new Glebe-Potomac River line project. Updated data on the need for the original project has changed and no longer requires a new line, but requires work at two of our existing facilities in Arlington and Alexandria.

In July 2018, Dominion Energy received an updated base case study from PJM, a regional transmission organization, on load projections through 2023. This updated study revealed several changes to the electrical planning horizon - removing the need for certain work.

In addition to changing the need and scope of the solution, cost was also significantly impacted. Specifically, the estimated cost of the Rebuild Solution decreased from approximately $290 million to approximately $170 million. Alternately, the total estimated cost for the New Line Solution is approximately $340 million.

Following these changes, the New Line is no longer a justifiable solution for the current capacity need. 

The current solution calls for Dominion Energy to rebuild its existing Glebe Substation and underground the North Potomac Yards Terminal Station.

  • Early 2022 - Community meeting / additional preconstruction outreach
  • Late 2021 - Select contractors and submit substation site plans for review/approval
  • Fall 2021 - Construction-focused community outreach and finalize engineering
  • Late January 2019 - Submitted 2202 letters to localities; Provided update to locality staff; and Sent cultural advocacy letters to stakeholders
  • February 2019 - Ongoing meetings with community/civic associations

SCC Timeline

The State Corporation Commission (SCC) is responsible for verifying the need, route, and environmental impact of transmission lines in Virginia. Documents related to the case are made available to the public on the SCC Docket Search section of the SCC website, in the "Search Cases" section (enter case number PUR-2019-00040). In addition, interested parties may also comment directly to the SCC by sending an email to sccinfo@scc.virginia.gov.

  • Sept. 27, 2019 -The SCC issued its final order approving the Glebe Rebuild project.
  • Aug. 13, 2019 - The SCC Hearing Examiner's Report was issued in response to the proposed project.
  • July 23, 2019 - A public evidentiary hearing will be held at 10:00 am in the SCC’s second floor courtroom located at 1300 East Main St., Richmond, VA 23219
  • By July 16, 2019 - Any interested person may file written or electronic comments on the application (referencing Case No. PUR-2019-00040).
  • On or before July 9, 2019 - Dominion Energy may file any rebuttal
  • On or before June 25, 2019 - The SCC staff must file a report and exhibits on its investigation of Dominion Energy’s application.
  • By April 23, 2019 -Dominion Energy must publish a legal notice of the application
  • March 25, 2019 - The SCC issued an Order of Notice and Hearing.
  • March 7, 2019 - Dominion Energy filed an application for a Certificate of Public Convenience and Necessity with the Virginia State Corporation Commission (SCC) to rebuild its Glebe Substation and underground North Potomac Yards.
