Overview & Project Description

This short, NOVEC-owned tap line (less than a tenth of a mile) includes two structures and stems from a transmission corridor that contains an existing 500kV line, two existing 230kV lines and an existing 115kV line. NOVEC is expanding its substation due to an increase in demand and has asked for an increase in transmission capacity delivered by Dominion Energy.


  • June 13, 2016 – The SCC issued an Order for Notice and Public Hearing which sets the procedural schedule for this case.
  • June 17, 2016 – The SCC issued an amended Order for Notice and Public Hearing which added a date by which interested parties may become a respondent in the case.
  • July 11, 2016 – Company to provide Notice of Project.
  • August 18, 2016 – Notice of Participation due.
  • August 18, 2016 – Respondent Testimony due.
  • August 18, 2016 – SCC Staff Report due.
  • August 31, 2016 – Public comment period ends.
  • September 7, 2016  – Public Evidentiary Hearing, 1:00 pm, in the Commission's second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219.

SCC Applications

The State Corporation Commission (SCC) is responsible for verifying the need, determining the route and reviewing the environmental impact of transmission lines in Virginia.

On May 25, 2016, Dominion Energy submitted an application regarding the Elklick Project for SCC approval. Where can I obtain more information on the project's SCC application?
The Virginia State Corporation Commission may issue dates for a public hearing in the local area, with an evidentiary hearing in Richmond thereafter. Citizens are encouraged to participate in the process and provide input. The SCC maintains copies of all documents related to the case. Updates about the status of the application can be found on the SCC website.
