Dominion Energy Market-Based Rate Pilot

New market-based pricing Rate Schedule MBR - GS-3 and Rate Schedule MBR - GS-4 (“MBR Rate Schedules”) will become effective for usage on and after November 1, 2016, on a voluntary, experimental basis, under Dominion Energy’s Market-Based Rate Pilot.

The MBR Rate Schedules will reflect market-based pricing for generation service in the PJM wholesale market. The MBR Rate Schedules will be billed as companion rate schedules to the Company’s traditional Rate Schedules GS-3 and GS-4.

Limited Dominion Energy Market-Based Rate Pilot Participation

Dominion Energy’s Market-Based Rate Pilot is limited to a combined aggregate customer load cap of 200 MW. Eligible customers will be accepted for participation in Dominion Energy’s Market-Based Rate Pilot on a first-come, first-served basis until the load cap is reached or October 31, 2019, whichever occurs first.

Eligibility for Dominion Energy’s Market-Based Rate Pilot

Only existing Rate Schedule GS-3 or GS-4 customer accounts, which meet all of the criteria listed below, will be eligible to participate in Dominion Energy’s Market-Based Rate Pilot:

  • The customer receives distribution, transmission, and generation services from the Company at the customers' service location;
  • The customer has received distribution, transmission, and generation services from the Company at the customer’s service location for at least 12 consecutive billing months;
  • The customer has established three monthly peak measured demands of 5,000 kW or more in the most recent 12 consecutive billing months at the customer’s service location;
  • The customer’s average monthly load factor, calculated in accordance with the MBR Rate Schedules, is 85% or more at the customer’s service location.
  • The customer must submit a notarized Officer Certification Affidavit for the Provision of Electric Service in Accordance with the Market-Based Rate Pilot (“Affidavit”), which is signed by a duly authorized officer of the customer. This Affidavit discusses some of the risks to the customer associated with billing under the MBR Rate Schedules. Due to these risks, the Company may require additional documents of credit.
  • If necessary, the customer may be required to submit a signed Letter of Authorization for Metering Requirements (“LOA”). The MBR Rate Schedules require special metering that Dominion Energy can communicate with to be installed at the customer’s service location. If Dominion Energy’s existing metering equipment at the customer’s service location needs to be exchanged before the MBR Rate Schedule can be billed, the customer will be required to submit the LOA. The LOA must be signed by a duly authorized representative of the customer, but not necessarily by an officer of the customer.
  • Sufficient space to accommodate the customer’s peak load must be available under the Dominion Energy Market-Based Rate Pilot’s combined aggregate customer load cap of 200 MW.

Interested customers may register to participate in Dominion Energy’s Market-Based Rate Pilot by completing and submitting the Dominion Energy Market-Based Rate Pilot Request Form to the Company.
