Energy Assistance Outreach

If you or someone you know is experiencing difficulty paying the electric bill, please take action right away. Calling us early may provide more options to help prevent the service from being turned off. You may be eligible for payment arrangements or energy assistance funds. Doing so typically provides more options and may help prevent your electricity from being turned off.

Energy assistance is not limited to low income customers, but anyone facing hardship. See below for information on programs offered through the State and by Dominion Energy. In addition, our Outreach Administrators travel around the state attending community events to help customers understand how energy is used and its impact on their bill, and to provide weatherization and energy assistance payment options. See a list of current events below.

To request Dominion Energy attend your community event, please send us a request. There is no charge for this service.

Who to contact for resources: 2-1-1 Virginia

If you're past due on your energy bill or facing disconnection of your electric service, dial 2-1-1 for information on available services in your community. In addition to helping with utility needs, when you dial 2-1-1, you will be connected to a trained professional who can provide referrals to resources for basic human needs, child care, elder care, housing assistance and more. State Assistance: Virginia Department of Social Services

The Virginia Department of Social Services offers three ways to assist customers with energy bills. For additional information and to screen for eligibility and/or apply online through CommonHelp, visit Virginia Department of Social Services website.

Fuel Assistance helps eligible households with the costs of heating their homes.

Application Period: 2nd Tuesday in October - 2nd Friday in November
Assistance Provided: Assistance with primary home heating bill or fuel delivery

Crisis Assistance helps households in heating emergency situations with primary heat security deposits, energy heating bills, repair/replacement of heating equipment, primary heating fuel, or emergency shelter.

Application Period: November 1 - March 15
Assistance Provided:

  • Heating equipment or replacement
  • Supplemental heating equipment
  • Security deposit

Application Period: January 1 - March 15
Assistance Provided:

  • Emergency fuel delivery
  • Emergency utility bill payment

Cooling Assistance helps with cooling equipment repairs or purchases and with payment of the energy bill to operate cooling equipment.

Application Period: June 15 - August 15
Assistance Provided: Equipment purchase, repair and/or bill payment


EnergyShare is Dominion Energy Virginia’s energy assistance program of last resort available to anyone who faces financial hardship. In addition to providing assistance to low-income and elderly residents, the program is also available to individuals with disabilities and military veterans facing financial challenges.

EnergyShare also offers free weatherization services and educational outreach to help qualifying customers reduce energy usage and lower their bills by making lasting energy-saving improvements.

Virginia: Senior Cool Care Program

For more than 25 years Dominion Energy Virginia has sponsored a cooling assistance program in partnership with the Virginia Department for Aging and Rehabilitative Services. Senior Cool Care provides a free single-room air conditioner unit to low-income older citizens. For information on how to apply in Virginia, call 800-552-3402.
