Program Overview

What types of measures can receive incentives as part of the Small Business Improvement program?

The Small Business Improvement program offers incentives for the installation of a variety of energy efficiency improvements. These include LED lighting, variable frequency drives, prescriptive re-commissioning, and efficient climate control units.

Do I have to use a contractor listed on the site to perform the audit?

Yes. Only qualified measures performed by a contractor participating in the Small Business Improvement Program will be eligible for incentives. Contact a local, participating contractor (here's a list).

Participation and Eligibility

Why should I participate?

The Small Business Improvement program provides you with:

  • Access to pre-qualified contractors who can perform both the assessment and recommended improvements
  • An on-site analysis of your business’s energy use
  • A report which contains cost-effective options and easy-to-follow recommendations to help you reduce your energy usage
  • Assessment and improvements scheduled at your convenience
  • Financial incentives that help to offset cost for installing the recommended improvements

What are the steps to participate?

Your contractor will schedule the assessment at a time that is convenient for you. On the day of your appointment, the contractor will perform the following actions:

  • Conduct a walk-through of your facility, which can take 30 minutes to 2 hours to complete, depending on your facility size and improvement needs
  • Make recommendations for certain direct install measures and projects for more advanced savings opportunities you can take advantage of
  • Submit the rebate application for work completed on-site, on your behalf

Who is eligible to participate?

This program is open to Dominion Energy Virginia non-residential customers with privately-owned business in five or fewer locations that have not exceeded monthly demand of 100 kilowatts more than three times in the past 12 months, have not opted out of participation, are responsible for the electric bill and are the owners of the facility or reasonably able to secure permission to complete measures.

If I don’t own the building, can I still participate?

Yes. If you are responsible for the electric bill and are either the owner of the building or reasonably able to secure permission from the building owner to have the energy assessment conducted and identified improvements completed.

Will it cost me anything to participate?

The participating contractor you choose will provide the cost for installing any recommended measures on-site. Upon completion of the work, a rebate will be submitted on your behalf, so your out-of-pocket cost will vary depending upon the rebates you qualify for based on the measures you installed.

Can I participate in this program and then choose to Opt Out shortly thereafter?

No. If you participate in a program and receive a rebate, you cannot Opt Out for three years following the year of participation. Example: Participation takes place in 2016, customer cannot Opt Out in years 2017, 2018, 2019 and will regain the ability to file an application for the 2020 season between January 1, 2020 and March 1, 2020. Customers must also have a verified electric history of using more than 500 kilowatts but no more than 10 megawatts that meet certain requirements to be eligible for Opt Out.

Rebate Information

When will I receive my rebate?

Please allow up to 90 days from the date all required information is received to process your rebate. Payment will be issued to the account holder and mailing address on record with Dominion Energy - unless the customer has authorized the rebate to be paid to the contractor. It is the responsibility of the customer to assure that all requirements for the rebate are met. Failure to provide any of the required information will delay processing of your application and could result in non-payment.

How can I check the status of my rebate?

Upon submission of your rebate, an email will be sent to the email address provided on the rebate form confirming the rebate has been submitted for processing. You may also call 888-366-8280 to check the status of your rebate.
