Possum Point – Smoketown Electric Transmission Improvement Project

We are committed to continually reviewing and analyzing our energy infrastructure to provide the most safe and reliable electric service to our neighbors. It has become necessary for us to address two existing transmission lines that have been in operation for nearly 70 years.

Project Update

All current transmission line work crossing Route 1 and Interstate 95 in Dumfries, VA is completed. Crews will revisit these areas in Spring 2019 to complete construction activities which will require working across both Route 1 and Interstate 95.


Dominion Energy has an existing electric transmission corridor that runs from its Possum Point facility in Prince William County up through Dumfries and north into the Dale City area west of I-95. In this corridor, there are two 115 kilovolt (kV) electric transmission lines that exclusively serve three NOVEC substations which provide power to more than 11,000 NOVEC customers. The Virginia State Corporation Commission approved this project on February 5, 2018.


The key purpose of this project is to replace old infrastructure. The 115kV lines were originally built in 1948 and 1954 on wooden poles. Although well maintained, it has come time to completely replace these old transmission lines before they become a reliability concern.


  • Requires no new right of way
  • Replaces the lines consistent with current electrical and safety standards
  • Creates flexibility in the network to address potential future needs
  • New structures are generally comparable in height and location to the existing 230kV lattice structures

  • Spring/Summer 2018 – Launch surveying and preconstruction activities
  • May/June 2018 – Begin constructing access roads
  • July 2018 – Begin active construction (working north from Possum Point)
    • Install new foundations

    • Pull new wire
  • Spring 2019 – Begin right of way restoration (phase 1)
