Project Overview

At Dominion Energy, we are committed to providing the reliable, affordable, and increasingly clean energy that powers our customers’ every day. Eastern Chesterfield County is experiencing growing energy demands with the development of the Meadowville Technology Park. To address this growth, new electric transmission infrastructure investments are needed in the area.

The proposed Meadowville 230 kV Electric Transmission Project will allow Dominion Energy to meet the growing energy needs, continue providing reliable electric service, and maintain compliance with federal reliability standards. The project proposes rebuilding existing and extending new 230 kV electric transmission lines to connect to new substations to support developing infrastructure in Chesterfield County, Virginia.

On October 11, 2024 Dominion Energy filed an application with the Virginia State Corporation Commission (SCC) for this project. Please refer to the Legal Page for more information and filed documents.

SCC

The Virginia State Corporation Commission (SCC) is responsible for verifying the need, approving the route and structures and reviewing the environmental impact of certain transmission lines in Virginia.

On October 11, 2024, Dominion Energy filed its application with the SCC. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2024-00179 in the "Search Cases" section. In addition, interested parties may visit the SCC Case Comments Page where individual mailboxes are available for each case accepting public comments. Please note, the mailbox may not be available until a scheduling order is issued, typically several weeks after an application is filed.

On November 6, 2024, the SCC issued an Order for Notice and Hearing.

Why is this project needed?

Due to recent growth and future development on the horizon in Chesterfield County, there is a need for new electric transmission infrastructure investments to maintain grid reliability. This new infrastructure will allow us to meet the growing energy needs, continue reliable electric service, and maintain compliance with federal reliability standards.

What are the next steps I should be aware of?

Our project team will focus on public outreach in summer 2024 to ensure all interested community members are aware of the project and have an opportunity to share feedback with our team as we continue the planning process. We intend to file an application with the SCC in late summer 2024, as well as a Conditional Use Permit with Chesterfield County for the proposed Orchard Switching Station.

Who has oversight and approval over this project?

The SCC is the regulatory body with jurisdiction over transmission lines at or above 138 kilovolts (kV). Since this project is proposing to build a new 230 kV infrastructure, it meets the criteria to be reviewed by the SCC. Dominion Energy intends to file an application in late summer 2024.

Although the SCC is the primary agency reviewing and ultimately approving the project, there may be additional permits needed from local, state, and federal agencies.
