500 kV and 230 kV Electric Transmission Line Project

To support these goals, Dominion Energy is planning the North Anna – Bristers 500 kV and 230 kV Electric Transmission Line Project.
Project Details
The North Anna to Bristers Project was originally one transmission project, approximately 70 miles from North Anna Substation in Louisa County to Bristers Substation in Fauquier County.
The project will move forward as two separate projects. Each project will have its own application filled with the Virginia State Corporation Commission (SCC).
Together, the projects propose to build new 500 and 230 kilovolt (kV) transmission lines through Louisa, Spotsylvania, Caroline, Stafford, and Fauquier counties.
This change gives the project team more time to review possible routes, technical needs, and environmental factors for the longer northern portion. Together, the two projects will provide the strongest overall solution for the electric grid.
Because the projects were first planned as one project and remain closely connected, you can find updates for both projects on this website. You will also have opportunities to ask questions and share feedback.
North Anna to Thornburg 500 & 230 kV Transmission Line Project
This is the southern portion of the original project.
The project proposes to build new 500 and 230 kV transmission lines from the existing North Anna Substation in Louisa County to the proposed Thornburg Substation in Caroline County. The project would also pass through Spotsylvania County.
Dominion Energy plans to file an application for this project with the SCC in fall 2026. You will be able to review project updates and learn how to take part in the SCC process.
Thornburg to Bristers 500 & 230 kV Transmission Line Project
If you live or own property in Caroline, Stafford, or Fauquier counties, this is the northern portion of the original project.
The project proposes to build new 500 and 230 kV transmission lines from the proposed Thornburg Substation in Caroline County, through Stafford County, to the existing Bristers Substation in Fauquier County.
Dominion Energy is in the process of reviewing potential routes, technical needs, and environmental factors for this part of the project. You will receive more information as this work continues.
Dominion Energy plans to file a separate SCC application for this project in 2027.

Project filed with SCC
Legal
The Virginia State Corporation Commission (SCC) regulates energy providers in Virginia and must certify any transmission line at or above 138 kilovolts (kV). As part of this review, the SCC confirms the need for the project and approves the route and structures. By law, the SCC must also consider whether potential impacts on scenic areas, historic districts, and the environment have been reasonably minimized.
