Chickahominy Junction-Elmont-Fredericksburg Electric Transmission 

Electric demand is growing along the I-95 corridor and across Virginia. To support reliability, add operational flexibility, and improve grid efficiency, transmission line upgrades are needed between Charles City County and the City of Fredericksburg.

Electric demand is growing along the I-95 corridor and across Virginia. To support reliability, add operational flexibility, and improve grid efficiency, transmission line upgrades are needed across Charles City County, New Kent County, Henrico County, Hanover County, the Town of Ashland, Caroline County, Spotsylvania County, and the City of Fredericksburg (approximately 43 miles.)

The Chickahominy Junction-Elmont-Fredericksburg Project proposes to: 

  1. Rebuild the electric transmission corridor from Elmont Substation in Hanover County to Fredericksburg Substation and proposed Allman Substation in the City of Fredericksburg
  • Current structures: Single-circuit 115 kilovolt (kV) and 230 kV H-frame structures
  • Proposed structures: Double-circuit 500/230 kV and 230 kV monopole structures 
    (Note: some portions of the corridor conversion are being handled under a previously approved project. See DominionEnergy.com/ladysmithleeshill for more information.)

2. Add new 230 kV conductor, or wire, on existing H-frame and monopole structures from outside Chickahominy Substation in Charles City County to Elmont Substation (approximately 43 miles.)

  • Current configuration: Double-circuit-compatible H-frame structures with single-circuit conductor; other side of structures is vacant
  • Proposed configuration: No structure changes anticipated; Double-circuit H-frame and monopole structures with double-circuit conductor

3. Connect rebuilt transmission lines at key substations along the transmission line corridor from Chickahominy Substation in Charles City County and Allman Substation in the City of Fredericksburg

This project is needed primarily to ensure ongoing electric reliability through Central Virginia. The proposed upgrades will also enhance flexibility and efficiency to support future energy needs, which are growing rapidly.

Your feedback helps the project team better plan this project.  The purpose of our public engagement is to share, listen and learn from our community members. The SCC also considers public input in its review process. There are multiple ways to share your feedback with our team:

Interested community members are welcome to request a separate meeting with our team. Whether you have a scheduling conflict during the community meeting dates, would like to discuss your property specifically, or would like to continue a discussion with our team following a community meeting, we are available for additional meetings by request. 
 Public engagement will continue throughout spring and summer 2026 to ensure all interested community members are aware of the project and have an opportunity to share feedback with our team. An application with the SCC is scheduled to be filed in late summer 2026.

Legal

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.
