Glen 230 kV Electric Transmission Projects
Overview
Caroline County is experiencing increased energy demands. To address this growth, we are proposing two new electric transmission projects: the Ruther Glen 230 kV Electric Transmission Project and the Carmel Church 230 kV Electric Transmission Project.
Each project proposes a new substation and corresponding 230 kV electric transmission line to connect to the existing electric transmission grid. This new infrastructure will allow us to meet the growing energy needs, continue reliable electric service, and maintain compliance with federal reliability standards.
Update: A second community meeting will be held at Caroline High School on Tuesday, September 17, 2024, 5–7 p.m.

Legal
The Virginia State Corporation Commission (SCC) is responsible for verifying the need, determining the route, and reviewing the environmental impact of certain transmission lines in Virginia. Key filing documents will also be available on this page.
On Dec. 12, 2024, Dominion Energy filed its application with the SCC. Documents related to the case are available to the public on the SCC Docket of the SCC website or search by Case No. PUR-2024-00221 in the Search Cases section. In addition, interested parties may visit the SCC Case Comments page where individual mailboxes are available for each case accepting public comments. Please note, the mailbox may not be available until a scheduling order is issued, typically several weeks after an application is filed.

FAQs
Due to recent growth and future development on the horizon in Caroline County, there is a need for new electric transmission infrastructure investments to maintain grid reliability. This new infrastructure will allow us to meet the growing energy needs, continue reliable electric service, and maintain compliance with federal reliability standards.
Our project team will focus on public outreach in spring and summer 2024 to ensure all interested community members are aware of the project and have an opportunity to share feedback with our team as we continue the planning process. We intend to file an application with the SCC in fall 2024.
The SCC is the regulatory body with jurisdiction over transmission lines in Virginia. Dominion Energy intends to file an application for both projects in early fall 2024.
Although the SCC is the primary agency reviewing and ultimately approving the project, there may be additional permits needed from local, state, and federal agencies.
We want to hear your feedback. The purpose of our public engagement is to share, listen and learn from our community members. The SCC also considers public input in its review process. There are multiple ways to share your feedback with our team:
