Azelea Lane 

This project will support economic development and increase reliability in Loudoun County.

Project Details

The Azalea Lane Project is a new electric transmission project in the Arcola/Sterling area of Loudoun County.

Its goal is to improve power reliability and support growth in the area. The project will fix grid issues and help meet increasing energy demand.

The plan includes building a new double-circuit 230 kV power line. This line will connect:

  • Evergreen Mills Substation (existing)
  • Azalea Lane Substation (new, Dominion Energy customer)
  • Reeds Farm Substation (new, NOVEC)

The new line will be about 2 miles long. PJM Interconnection identified this project in 2025 as important for strengthening the regional power grid.

Public outreach will begin in spring 2026. The project is expected to be filed with the State Corporation Commission (SCC) in summer 2026 and finished by the end of 2029.

Legal

The Virginia State Corporation Commission (SCC) regulates energy projects in Virginia. It reviews and approves new transmission lines, especially those 138 kV or higher.

The SCC checks if the project is needed and decides where the line and structures can be built. It also looks at possible impacts to scenic areas, historic sites, and the environment, and makes sure those impacts are reduced as much as possible.
