Allman Substation 230kV Electric Transmission Project

The proposed project will maintain service reliability and support future growth by constructing new infrastructure, including a new substation, and replacing aging transmission structures. To support this project, additional property is to be obtained.

Public Engagement Process

Public participation and involvement are vital to project planning and execution. At Dominion Energy we strive to improve the physical, social, and economic well-being of the communities we serve.

Once a project need is identified, conceptual project planning and design begins. Dominion Energy consults with key stakeholders throughout the planning process to gather and incorporate feedback into design plans. Key stakeholders include local, county, and state officials, state and federal agencies, historic preservation and natural resource groups, Native American tribes, and community members.

At most substations, the voltage is lowered to safely distribute energy to homes and business. At some substations, the energy is not yet distributed to customers and voltage is kept at a transmission level. These stations are called switching stations, and they are important to facilities in a strong and secure grid.
Typically, transformers are the primary pieces of substation equipment that produce a humming noise.  Allman Substation will not include transformers in the initial build out, so you should not notice increased noise levels after construction. The substation will comply with city noise ordinances.
Dominion Energy will hold a public community meeting on 3/31/2026.  A postcard mailer will be sent with the location, date and time. This project is not expected to disrupt your electric service. 

Legal

The Virginia State Corporation Commission (SCC) has regulatory authority over all energy providers in Virginia. Among other responsibilities, the SCC validates the need for a proposed line and approves the route and structures. In reviewing a proposed project, the SCC must consider whether potential impacts on scenic assets, historic districts and the environment have been reasonably minimized.

Once this project is submitted to the SCC, we will post our application and provide a link to the SCC’s case docket where you will find documents related to the case, as well as information on how to submit comments.
