As Virginia's energy needs continue to grow, innovative approaches to demand flexibility can help support reliability, enable economic growth, and create new opportunities for collaboration between Dominion Energy Virginia (DEV) and high energy demand customers.

We're launching a stakeholder engagement process to gather perspectives that will help inform the design of a Large Load Demand Flexibility Program and support our future filing with the Virginia State Corporation Commission (SCC).

Why This Initiative?

Virginia is experiencing rapid growth in electricity demand, particularly from high energy demand customers (large loads). Meeting that demand while maintaining a reliable electric grid requires new approaches to flexibility and collaboration.

House Bill 284/Senate Bill 371 of the 2026 Virginia General Assembly, codified at Section 56-596.7 of the Code of Virginia, directs Dominion Energy Virginia to develop a voluntary demand flexibility program for high energy demand customers. Stakeholder input will play an important role in shaping that program before it is filed for approval with the Virginia State Corporation Commission.

About the Initiative

House Bill 284/Senate Bill 371 directs Dominion Energy Virginia to develop a voluntary demand flexibility program for high energy demand customers (large loads). The program is intended to explore new approaches to supporting electric system reliability while accommodating continued growth in electricity demand.
Large load demand flexibility refers to the ability of customers with high energy demand to adjust or manage their electricity use under certain conditions to help support reliable operation of the electric grid. Alternatively, these customers could collaborate with the utility or third parties to deploy flexible technologies for other customers in lieu of directly curtailing their own load. 
Existing demand-side management programs primarily focus on reducing system-wide peak demand. The Large Load Demand Flexibility Program is being developed to explore approaches that may address evolving grid needs, including localized grid constraints. The program will also explore novel participation incentives to address the critical issues that complicate new large load connections to the electric grid.

Working group sessions will explore program design concepts, discuss tradeoffs, and gather detailed stakeholder feedback as DEV refines potential program approaches.

Program Development 

No. Dominion Energy Virginia is currently evaluating potential program approaches. Stakeholder engagement is intended to gather input that will help inform program development prior to the January 2027 filing.
No. Participating in stakeholder engagement does not enroll an organization in any future program or create any obligation to participate if a program is approved.

Dominion Energy Virginia expects to file its proposed Large Load Demand Flexibility Program with the Virginia State Corporation Commission by January 15, 2027, consistent with the requirements of House Bill 284/Senate Bill 371.
