Supporting sustainability through renewable energy certificates
Purchasing RECs through the Dominion Energy REC Select program is a cost-effective way for a customer to match their home or business’ electricity use. It’s also a great way to meet your individual sustainability goals while helping to support the growth and development of renewable energy technologies nationwide. Your purchase will guarantee that renewable energy was generated and delivered to the grid on your behalf.
Renewable Energy Certificates (RECs) are tradeable certificates that prove renewable energy (typically one megawatt hour, or MWh) was generated and paired with electricity on the purchasers’ behalf. We source RECs from a broad range of generation facilities that meet the definition of “renewable energy” as defined in VA Code Section 56-576 and are located within the continental United States.
How the Program Works
When you sign up, we buy Green-e Energy® certified renewable energy certificates (RECs) from renewable energy facilities and retire them on your behalf. This guarantees that renewable energy is generated and delivered to the power pool in the amount specified.
Renewable energy that meets Virginia law and the Green-e Energy® requirements include: wind, solar, and some hydropower and biomass.
The resources that the program purchases are dependent on customer interest. Early in each calendar year, we’ll share the annual renewable resource mix of the RECs used in the previous year. We will include the location, amount and type of energy supported by the program.
The program is similar to Dominion Energy’s Green Power Program in that customers can purchase RECs to match their electricity usage. We're excited to build on the success of Green Power and offer a lower, more affordable cost option to customers while broadening the geographic boundaries and available renewable energy supply options.
In 2025, Dominion Energy purchased and retired a total of 2,831,400 RECs on behalf of customers enrolled in the REC Select program. This 2025 Resource Mix chart shows the renewable energy resource breakdown of those RECs.

Block Option
This option allows you to purchase renewable energy in any fixed number of kilowatt hours (kWh) per month—as many as you wish. Each block is equal to 100 kWh and guarantees that 100 kWh of renewable energy is delivered to the grid.
Example: If you elect to buy 20 blocks per month, the charge on your bill will be $5.38. (20 blocks x 100kWh x $0.00269 = $5.38 added your bill)
100% Match
This option allows you to purchase RECs to match your monthly electricity use. It will add an additional $2.69 per megawatt hour (MWh) of electricity used to your monthly bill.
Example: If your monthly energy usage is 1MWh, or 1,000kWh, the charge on your bill will be $2.69. ($0.00269 x 1MWh = $2.69 added to your bill)
