Time of Use Rate Update
At Dominion Energy, we are committed to providing the reliable, affordable, clean energy that powers our customers every day. The cost to produce energy changes during the day, so our time-of-use rates encourage customers to use more energy during off-peak hours. This can help lower energy bills and give customers more control over how and when they use energy at home or at work.
As energy use continues to grow across South Carolina, we have proposed updates to our time-of-use (TOU) rates, including changes to the hours for each rate period. If approved by the South Carolina Public Service Commission, the new time periods would begin July 1, 2026. The new rates would apply to bills issued on or after July 1, 2026.
This page is for current TOU customers and explains the proposed changes and what they may mean for you. We‘ll update this page as more information becomes available.

Frequently Asked Questions
Dominion Energy South Carolina is proposing changes to the hours for on-peak, off-peak, and super off-peak periods, as well as the rates for time-of-use customers.
For residential customers, we are also proposing a new super off-peak period during the winter. This new time period gives residential Solar Choice customers another chance to lower costs by using energy during super off-peak hours.
Dominion Energy South Carolina is proposing to treat weekends and holidays the same as weekdays.

If approved by the South Carolina Public Service Commission, Dominion Energy South Carolina plans for the new time periods to begin on July 1, 2026. The new rates would apply to bills issued on or after July 1, 2026.
Time-of-use rates are optional for residential customers, except for those enrolled in Solar Choice.
If you are a residential customer who is not in Solar Choice and the new time-of-use rate does not work for you, you can switch back to your previous non-TOU rate. The change can start on a future date you choose.
To make this change:
- Log in to your account.
- Click Profile and Settings.
- Click Payments, Billing, and Other Programs.
- Click Change next to My Electric Rate.
- Follow the on-screen steps.
If you are a non-residential customer who is not in Solar Choice and the new TOU rate does not work for you, contact your Dominion Energy Account Manager to talk about other rate options.
Customers enrolled in Solar Choice must stay on the time-of-use rate.
For residential Solar Choice customers, any extra energy your system makes will first be applied toward energy you get from us during the same time it was produced.

Residential customers can visit DominionEnergy.com/ResidentialSolarSC, and non-residential customers can visit DominionEnergy.com/NonResidentialSolarSC. If you decide to switch to a different solar program, call the Renewable Energy Team at 866-660-3705 for help during normal business hours.
The updated time-of-use rate periods better match the actual cost of providing energy.
