A security deposit is required if you are a new customer or an existing customer that does not have a satisfactory payment history within the last 12 months.  Some customers can avoid a security deposit by joining PrePay, our pay in advance program.  Some limitations apply. See PrePay for more details.
You are eligible to get your deposit returned to you after two years unless you have had two (2) consecutive 30-day arrears in the past twenty-four (24) months or more than two (2) non-consecutive 30-day arrears in the past twenty-four (24) months or your service has been terminated for nonpayment or fraudulent use. If you discontinue service, your deposit is credited to any outstanding charges, and you may be eligible for a refund of any remaining credit.

You need to start by registering your account
At DominionEnergy.com, you’ll see a yellow Sign In button at the top of the page. On the Sign In page, click the link for Register New Account.  
Two-Factor Authentication is an extra layer of security for your account. It makes your account more secure by adding an additional step to the sign in process. It requires not only your password but also a second form of verification, such as a one-time verification code sent to your mobile phone or email. 

This ensures that only you can access your account, keeping your personal information and data safe. Please take a moment to verify your mobile number and email address by signing in to your account. 
Visit DominionEnergy.com/SignIn and click Forgot Username or Password.  
You can find your account number at the top of your paper bill.
