Dominion Energy North Carolina offers a variety of rate schedules for residential customers. You can find brief descriptions of each schedule below.

Rates
Schedule 1 is the Company’s standard residential rate schedule applicable to the separately metered and billed supply of alternating current electricity to any customer for (a) single-family residence, flat or apartment, (b) combination farm and one occupied single-family residence, flat or apartment, (c) private residence used as a boarding and/or rooming house with certain limitations, (d) “family care home” as defined in Chapter 168, Section 21(1) of the General Statutes of North Carolina (“Family Care Home”), or (e) separately metered service to detached accessory buildings (garages and barns) appurtenant to residential dwellings unless such buildings use electricity for commercial or industrial purposes. This schedule is not applicable to (a) individual motors rated over 15 horsepower (“HP”) or (b) commercial use for hotels, public inns, motels, auto courts, tourist courts, tourist camps, or trailer camps. Schedule 1 includes a customer charge and seasonal kilowatt-hour (“kWh”) charge for energy.
What this means for you: If you’re a residential customer, this is the rate that applies to your home’s energy use. Your bill includes a basic monthly charge plus charges based on how much electricity you use, with seasonal pricing. This schedule is designed for typical household service and doesn’t apply to certain commercial or high-powered equipment uses.
Schedule 1E is an experimental time-of-usage rate schedule applicable to participants with separately metered and billed supply of alternating current electricity for (a) single-family residence, flat or apartment, (b) combination farm and one occupied single-family residence, flat or apartment, (c) private residence used as a boarding and/or rooming house with certain limitations, (d) Family Care Home, or (e) separately metered service to detached accessory buildings (garages and barns) appurtenant to residential dwellings unless such buildings use electricity for commercial or industrial purposes. Schedule 1E includes a customer charge, seasonal kWh energy charges for on-peak, off-peak, and super off-peak periods, and higher kWh energy charge during critical peak periods. Program participation is limited to 500 accounts.
What this means for you: If you’re a residential customer looking to save by shifting when you use electricity, this schedule offers lower rates during off-peak and super off-peak hours, but higher rates during peak and critical peak periods. It rewards customers who can significantly adjust their energy use to more affordable times of day and avoid peak periods. Enrollment is limited to 500 accounts, so availability may be restricted.
Schedule 1P is applicable to separately metered and billed supply of alternating current electricity for use in (a) a single-family residence, (b) Family Care Home, or (c) separately metered service to detached accessory buildings (garages and barns) appurtenant to residential dwellings unless such buildings use electricity for commercial or industrial purposes. Schedule 1P is not applicable to (a) individual motors rated over 15 HP or (b) commercial use. Schedule 1P includes a customer charge, seasonal on-peak kilowatt (“kW”) demand charge, and time-based energy charge. The energy charge is lower during off-peak hours. The demand charge is based on your highest average energy use over any 30-minute period during on-peak hours in the current billing month.
What this means for you: If you’re a residential customer, this schedule offers lower energy rates during off-peak hours but includes a demand charge based on your highest average energy usage during peak times. You may be able to lower your bill by spreading out your energy use and avoiding periods of high demand. This is best for those who manage both when and how much energy they use at once.
Schedule 1T is applicable to separately metered and billed supply of alternating current electricity for use in (a) a single-family residence, (b) Family Care Home, or (c) separately metered service to detached accessory buildings (garages and barns) appurtenant to residential dwellings unless such buildings use electricity for commercial or industrial purposes. Schedule 1T is not applicable to (a) individual motors rated over 15 HP or (b) commercial use. Schedule 1T consists of a customer charge and energy charge. The energy charge varies based on the time period with a lower kWh rate applied during off-peak hours.
What this means for you: If you’re a residential customer, this schedule offers lower electricity rates during off-peak hours without any demand or critical peak charges. You may be able to reduce your bill by shifting more of your energy use to more affordable times of day. This schedule is a simpler option for those who want time-based savings without added complexity.
Schedule 1W is a companion schedule to Schedule 1 and used for separately metered time-controlled electric storage water heating and space heating. This schedule allows for the operation of the water heater and/or space-heating system only during specified times. It includes a customer charge and energy charge.
What this means for you: If you use a time-controlled electric water heater or space heater, this schedule helps you manage energy costs by limiting use to designated hours. It’s designed to support efficient energy use while meeting your heating needs.
Special Tariffs
Schedule 26 is applicable for a variety of sizes and types of outdoor lights, which are normally installed on Company-owned poles for area and roadway lighting or security purposes. A minimum contract term may be required when fixtures and other service facilities are not in place.
What this means for you: If you need outdoor lighting for safety, visibility, or security, this schedule covers installation and service for a range of lighting options. If new equipment is needed, a longer service agreement may be required.
The Energy Efficiency Kits Program is a program that provides residential customers, that have a new account number, the opportunity to receive a Welcome Kit. The Welcome Kit includes an advanced power strip and educational materials discussing opportunities to manage energy usage, along with instructions for opting-in to receive additional free energy efficiency measures. The program provides the customer with an average one-time incentive of $51 per participant, which may vary depending on the measures installed.
What this means for you: If you’ve recently started service at a new address, you may qualify for a free Welcome Kit with resources and tips to help you save energy. If you qualify for the free kit, you have the opportunity to receive additional no-cost efficiency upgrades by completing a survey. It’s a simple way to start saving on your energy use.
The Residential Efficient Products Marketplace Program is a voluntary program that provides eligible residential customers with incentives for purchasing specific energy efficient appliances through an online marketplace or participating retail stores. The program offers rebates for the purchase of qualifying products, which include air filters/purifiers, auxiliary power supplies, bathroom vent fans, spray foam, water dispensers, freezers, refrigerators, clothes washers/dryers, dehumidifiers, and room air conditioners. Rebate applications must be submitted within 45 days of the service date.
What this means for you: If you're shopping for energy efficient appliances, this program helps you save money with instant markdowns on qualifying products. You can buy products that are already marked down through an online marketplace or participating retail stores.
The Residential Home Retrofit Bundle Program, also known as the Home Energy Evaluation Program, provides qualifying residential customers with energy efficiency program measures, such as low-flow showerhead/aerator, insulation, water heater thermostat set point adjustment, water heater replacement with heat pump water heater, LED lamp upgrade, heat pump tune-up or upgrade, heat pump duct sealing, air sealing, smart thermostat installation, ground source heat pump, high-efficiency fan motor, HVAC ductless unit upgrade, electric baseboard heating replacement with air source heat pump, high efficiency room air conditioner upgrade, shower thermostat, and cool roof. The program provides the residential customer with an average one-time incentive of $316 per participant depending on measures installed. Rebate applications must be submitted within 45 days of the service date. Upon receipt of a completed rebate application, the Company will process the completed application, confirm, or inspect the installation, and forward the incentive payment to the customer within 90 days, unless the customer requests that the payment go to the contractor.
What this means for you: If you participate, this program offers two options of an energy check-up or a home energy audit that can help you improve your home’s energy efficiency with a report with cost-effective options and easy-to-follow recommendations. You’ll receive financial rewards based on the improvements made, and the upgrades can help lower your energy use and monthly bills.
The Residential Income and Age Qualifying Bundle Program provides income and age qualifying residential customers with in-home energy assessments and installation of select energy-saving measures, including insulation, heat pump replacement, electric baseboard upgrades, upgrade to mini-split heat pump, thermostat replacement, home ventilation fans, EnergyStar items (ceiling fans, clothes washers/dryers, dishwashers, windows), smart power strips, lighting upgrades, duct replacement, heat pump water heaters, window film, doors, showerheads, high efficiency faucet aerators, water heater pipe and tank wrap, tune-ups (air conditioner and heat pump), sealing (air and duct), and refrigerator replacement. The energy assessments and installations are conducted by qualified, local weatherization service providers.
What this means for you: If you meet the income or age requirements, this program offers free energy assessments and upgrades to help lower your energy use and improve comfort at home. A local contractor will handle the installation, making it easy to get started.
The Residential Smart Home Program provides residential customers energy efficiency measures through building a customized Smart Home Kit. Residential customers will use their smart phone or tablet to access the connected functionality of the Smart Home Kit. Smart phone, tablet apps, and individual manufacturer websites will include links to videos and installation documents, especially for do-it-yourself installation products such as smart plugs, connected ENERGY STAR 9.5W LEDs, smart home hubs with motion sensors, and smart thermostats with sensors.
What this means for you: If you’re looking to make your home smarter and more energy efficient, this program offers discounted products to help customize a kit with devices you can install yourself or for the energy sense monitor, that an electrician installs to automate comfort and savings. You’ll get resources and products to help manage your energy use and access helpful resources right from your phone or tablet.
The Residential Smart Thermostat (DR) Program provides residential customers the opportunity to enroll in a peak demand response program where the thermostat of participating residential customers will be gradually adjusted during times of peak system demand. Participants will have the option to opt-out of specific events. This voluntary program provides a new participating customer an annual incentive of $35 if participating in 75% of events that first year, and $10 each year after that.
What this means for you: If you join this program, your smart thermostat will automatically adjust when an energy demand response event is called to help reduce energy use without sacrificing comfort. You’ll stay in control with the option to opt out of any event, and you can earn an incentive for participating in 75% of the annual events.
The Residential Smart Thermostat (EE) Program provides incentives to residential customers that purchase a qualifying smart thermostat. This voluntary program provides the residential customer with a one-time incentive for the purchase of a smart thermostat.
What this means for you: If you're a residential customer, you can earn a one-time incentive by purchasing a qualifying smart thermostat. It’s an easy way to make your home more energy efficient and get rewarded for helping reduce energy use.
The Residential Virtual Audit Program provides residential customers with a self-directed home energy assessment using audit software. The residential customer will either visit a website or call a toll-free number to answer questions about the condition of their homes and systems. The audit software will generate a report showing: (1) projected energy and cost savings; and (2) recommended measures and actions to improve the efficiency of the home. The average incentive for this program is $51 per participant and will vary based on the equipment installed in the home.
What this means for you: If you're looking for ways to improve your home's energy efficiency, this program gives you a quick and easy way to get personalized recommendations. After completing a short assessment, you’ll receive a custom report with energy-saving tips and may have the opportunity to receive low-cost measures at no-cost to you.
The Residential Water Savings (DR) Program allows participants to enroll qualifying water heating and pool pumping equipment to be controlled by the Company during times of peak demand or other system conditions that require load reduction. This voluntary program includes two incentives: a one-time incentive of $40 at enrollment after the first year of participation and an annual incentive of $10 per year thereafter.
What this means for you: If you enroll in this program, your water heater or pool pump may be temporarily adjusted during peak demand times to help reduce strain on the energy grid. You’ll stay in control and earn incentives for participating, starting with $40 after your first year and $10 each year after that.
The Residential Water Savings (EE) Program provides incentives to encourage the installation of higher-efficiency water heating and pool pumping equipment. Customers have the option to purchase and have installed a communicating heat pump water heater unit or variable speed pool pump that meets Energy Star performance requirements. The average incentive for this program is $353 per new participant. Customers who purchase and install a qualified product may also participate in Schedule RWDR.
What this means for you: If you upgrade to a high-efficiency water heater or pool pump, you can earn a one-time incentive, averaging $353, and reduce your energy use. You may also qualify for additional savings by enrolling in the Residential Water Savings (DR) Program, which helps manage energy use during peak times.
Riders
The customer’s bill includes a fuel cost level based on actual historical data. This fuel level is determined by the North Carolina Utilities Commission (“Commission”) in the Company’s most recent fuel rate case. G.S. 62-133.2 requires the Commission to hold annual hearings to review the fuel level included in the Company’s rate schedules. Any change in the fuel cost level determined at these annual hearings will be reflected in Rider A – Fuel Cost Rider, Rider B – Experience Modification Factor, and Rider B1 – Experience Modification Factor.
What this means for you: Part of your electricity bill covers the cost of fuel used to generate power. This amount can change each year based on actual fuel prices and regulatory review. If fuel costs go up or down, you’ll see those changes in specific parts of your bill, like Rider A and Rider B. Any adjustments to the fuel cost is a pass-through charge which means Dominion Energy does not profit from this.
Rider C helps the Company recover costs for energy efficiency and demand-side management programs, including utility incentives. These programs are designed to reduce energy use and are reviewed annually based on calendar year expenses.
What this means for you: This part of your bill helps to fund programs that promote energy savings and efficiency. These programs may include rebates, smart thermostats, or other tools that help you use less electricity. By supporting these efforts, you’re helping to reduce overall energy demand and potentially lowering long-term costs for everyone.
Rider CE is an experience modification rider that adjusts for over- or under-collection of costs from Rider C in the previous period. These adjustments are applied as either increases or decreases to current rates, ensuring accurate recovery of energy efficiency and demand-side management program expenses.
What this means for you: This rider helps make sure you’re only paying your fair share for energy efficiency programs. If too much or too little is collected in the past, this adjustment balances things out on your current bill, matching past estimates with actual costs.
Rider CCR is an interim rider that recovers expenses in connection with compliance with federal and state environmental requirements related to coal combustion residuals.
What this means for you: This rider helps cover the cost of safely managing byproducts from coal-fired power generation, as required by environmental laws. It supports efforts to protect public health and the environment, and you may see it on your bill to support compliance with environmental regulations.
Rider CO is available on a limited and voluntary basis, in conjunction with any of the Company’s rate schedules, (except temporary service) for the purchase of electricity to customers who contract for a block(s) of Carbon Offsets provided through the NC GreenPower Program administered by the North Carolina Advanced Energy Corporation. The maximum number of customers is limited by the Carbon Offsets available through the program.
What this means for you: If you want to support cleaner energy and reduce your carbon footprint, this rider gives you the option to buy carbon offsets through a trusted statewide program. It’s optional and may be limited to the number of offsets available. It’s a simple way to make a positive environmental impact through your electric service.
Rider D applies the Tax Effect Recovery Factor (TERF) to contributions in aid of construction pursuant to Sections IV and XXII of the Company’s Terms and Conditions. The TERF shall also be applied to other contributions that are classified as taxable income to the Company, except for the provision of temporary service.
What this means for you: If you’ve made payments toward construction or infrastructure upgrades, this rider accounts for the tax impact of those contributions. It helps recover tax-related costs and may appear as a separate charge on your bill. Temporary service is not affected.
Rider GP is a voluntary rider available to customers interested in contributing to the NC GreenPower Program. Each $4.00 customer contribution will purchase one Rider GP Block consisting of 125 kWh from Renewable Energy Certificates (“RECs”) produced from Renewable Resources provided through the NC GreenPower Program, with the remaining balance to support solar installation packages at North Carolina K-12 schools (the Solar+Schools program). What this means for you: This rider lets you make a direct impact if you would like to support clean energy and education. Your monthly contribution helps fund renewable energy and brings solar power to local schools. It’s an easy way to support a greener future and invest in your community.

Rider REN is another voluntary rider for customers interested in supporting the NC GreenPower Program. Each $2.50 customer contribution will purchase one Rider REN Block consisting of 250 kWh from RECs produced from Renewable Resources provided through the NC GreenPower Program. Rider REN requires a minimum contribution of $100 per month, equal to 40 Rider REN Blocks or 10,000 kWh.
What this means for you: This rider lets you support renewable power at a larger scale, if you’d like to make a bigger impact on clean energy. Your monthly contribution helps fund renewable energy generation across North Carolina. It’s a meaningful way to reduce your carbon footprint and support sustainability efforts statewide.
Rider RP recovers the Company’s costs to comply with the North Carolina Clean Energy and Energy Efficiency Portfolio Standard. This rider is not applicable to Schedule 26, Schedule 30T, companion rate schedules such as Schedule 1W, Schedule 1DF, Schedule 7, or auxiliary accounts. An auxiliary account is defined as non-demand metered service at the same premise, with the same service address, and the same customer account name as an account for which a CEPS charge has been applied. To qualify for auxiliary service, not subject to this Rider, the customer must notify the Company. The Company will verify that such agreement is considered an auxiliary service, after which the Rider charge will not be applicable to the auxiliary service account. The customer shall also be responsible for notifying the Company of any change in service that would no longer qualify the service as auxiliary. What this means for you: This rider helps fund efforts to meet North Carolina’s clean energy standards. If you’re a qualifying customer, you may be able to opt out or exempt certain accounts from this charge. It’s important to notify Dominion Energy if you believe your account qualifies or if your service changes. Supporting this rider contributes to the state’s transition to cleaner, more efficient energy.
