Chesterfield Energy Reliability Center
We’re planning to build the Chesterfield Energy Reliability Center (CERC) to help keep the electric grid strong-especially during extreme weather when demand is highest. This project is essential to making sure there’s enough dependable power for you when you need it most.

Meeting Demand
- CERC will include four natural gas-powered simple cycle turbines.
- It will also include a 7-day supply of fuel oil.
- Coupled with the potential for future hydrogen-blend use, CERC will act as an "always ready" generation resource.
- It will not require any new pipelines or transmission infrastructure outside of Dominion Energy-owned property.
- CERC will be able to be deployed or shut down in as little as10 minutes,
- The technology used is flexible in that it can run for short or long durations and only when it is needed.
- Each of the four CERC turbines will be able to generate up to 250 MW.
- The entire project able to generate up to a total of 1,000 MW.
- 1,000 MW is enough energy to power up to 250,000 homes.
- CERC will be constructed and operated using state-of-the-art technology in a manner that is protective of human health and the environment.
- When operating, CERC will produce fewer emissions overall, including carbon emissions, compared to the retired coal units at Chesterfield Power Station.

CERC will be located on the existing Dominion Energy-owned Chesterfield Power Station property, near the still operating Chesterfield Power Station Units 7 & 8.

In addition to generating up to 1,000 MW of immediate, reliable, and dispatchable power to up to 250,000 homes when it is needed the most, CERC will provide many benefits to the local, state, and regional communities.

$26.2 Million in state sales tax revenue and $182.9 Million in new total Chesterfield County tax revenue over the lifetime of the project.
Dominion Energy is committed to providing opportunities for Chesterfield County and Virginia businesses and workforce to deliver Chesterfield Energy Reliability Center (CERC). As a result, CERC is committed to partnering with local, Small, Women-a Minority-owned (SWaM), and union businesses in Chesterfield County and the surrounding area.
We expect our Engineering, Procurement and Construction (EPC), Sundt, to also provide opportunities to local and SWaM businesses, and union shops, when awarding subcontracts. Our EPC is responsible for soliciting bids for project work, including from local employment interest.
Community Engagement
The Virginia State Corporation Commission (SCC) is currently reviewing Dominion Energy's application for a Certificate of Public Convenience and Necessity (CPCN) and Rider for CERC.
