Solar, Onshore Wind & Energy Storage Proposals

Dominion Energy Virginia (DEV) is seeking proposals for the acquisition of new solar, onshore wind and energy storage development projects in Virginia. The company will host an informational webinar for interested bidders at 1:00 p.m. ET on June 18, 2026 (see below for more information on how to participate). A separate RFP seeking proposals for Power Purchase Agreements (PPA) is expected to be issued on October 1, 2026.

The acquisition of these projects will support Virginia customers’ future energy needs, consistent with the company’s most recent Integrated Resource Plan. The projects will also advance compliance with the Virginia Clean Economy Act (VCEA) while delivering broader benefits, including local job creation, increased economic activity in host communities, and additional tax revenue for local governments.

The company is seeking proposals for five categories of development assets:

  • new photovoltaic ("PV") solar generation
  • new PV solar generation co-located with energy storage
  • new onshore wind generation
  • new onshore wind generation co-located with energy storage
  • new stand-alone energy storage

For solar proposals, the company is seeking both utility-scale projects exceeding 3 MW and distributed solar projects 3 MW or less. All proposed facilities must be in Virginia. Distributed projects (≤ 3 MW) must be sited within DEV’s service territory and demonstrate locational grid benefits for DEV customers.

Consistent with prior RFPs, proposals for mechanically complete projects of 5 MW or less will also be considered. The company encourages submissions for solar and onshore wind projects located on previously developed sites, such as former landfills or industrial properties.

Acquisition Proposals Only

Dominion Energy is also seeking proposals for non-residential rooftop and carport solar projects within its service territory, including mechanically complete projects, located on commercial, industrial, and government-owned structures. The company is prioritizing projects in Virginia’s urban centers to reduce the load on the electric grid.

Proposals will be accepted on a continuous basis throughout the year. The Company reserves the right to determine the timing of any filings with the State Corporation Commission for project approvals and certificates.

All prospective bidders must register for the RFP by submitting a completed Intent to Bid Form and an executed Confidentiality Agreement (CA). PPA Proposals Only

For the PPA RFP, Dominion Energy Virginia is seeking proposals for the acquisition of new solar, onshore wind, and energy storage projects in Virginia and North Carolina.

All prospective PPA bidders must register through the PowerPro Registration Portal to access the CE-8 PPA RFP portal and solicitation materials.

Annual REC RFP

Dominion Energy Virginia’s 2026 Solicitation for unbundled Renewable Energy Certificates (“RECs”) will be released on October 1, 2026.

For the purposes of this RFP, “Renewable Energy Certificates” are defined as RECs produced from an Eligible Facility or Facilities located in the Commonwealth of Virginia OR the PJM RTO and evidenced by a Virginia certificate number in PJM’s Generation Attribute Tracking System for RECs (“PJM-GATS”). The company is interested in proposals for:

  • Unbundled RECs that are eligible to comply with the Virginia Renewable Energy Portfolio Standard Program (RPS Program) requirements. The RECs are needed to meet targets as set forth in the Virginia Clean Economy Act.

Proposals for Geothermal RECs should not be submitted as part of this solicitation. A Quarterly Solicitation will also be released on October 1, 2026 and interested parties should submit their proposals to that solicitation.

Parties interested in bidding should login to the PowerPro Registration Portal to learn more about the RFP and to fill out Part 1 Intent to Bid Registration. This will include signing a Confidentiality Agreement and Exclusivity Agreement and providing high level details about the projects the participant intends to submit. After review of these intent-to-bid submissions, the full bid form will become available to qualified developers. Final submissions will be due by 5:00 p.m. ET on December 31, 2026.

Quarterly REC RFP

Dominion Energy Virginia will be conducting a Quarterly Solicitation for unbundled geothermal Renewable Energy Certificates (“RECs”) starting in the fourth quarter of 2026. The first of these quarterly solicitations will be released on October 1, 2026.

For the purposes of this RFP, geothermal “Renewable Energy Certificates” are defined as RECs produced from an Eligible Facility or Facilities located in the Commonwealth of Virginia evidenced by a Virginia certificate number in PJM’s Generation Attribute Tracking System for RECs (“GATS”) with the “GEO” GATS fuel code and a completed Geothermal Heating and Cooling System Self-Certification Affidavit (Generation Attribute Tracking System (“GATS”) Business Rules for Issuing Virginia (“VA”)-Approved Renewable Energy Certificates (“RECs”) Revision 5 pursuant to Va. Code § 56-585.5 C Appendix 5).

The company is interested in proposals for:
